The Philippine drug war killings before the ICC: Lessons on complementarity and treaty withdrawal

How does a democracy reckon with mass violence carried out in plain sight - and what are the implications when domestic institutions struggle to deliver accountability?

The ANU Philippines Institute is pleased to host former ICC Judge, Professor Raul Pangalangan for a timely public lecture examining the Philippine drug war killings before the International Criminal Court. The lecture will explore the implications of the Duterte drug war for international criminal law, democratic accountability, and the rule of law in the Philippines. The discussion will focus on two major issues in international criminal law: the principle of complementarity, where the ICC acts only when national courts fail to deliver justice, and the legal implications of treaty withdrawal following the Philippines’ exit from the Rome Statute.
