The property market is having a moment. Sydney and Melbourne have both recorded falls this quarter, and if you have been holding off on doing anything with your property until things pick up, it might be worth flipping that thinking around.

Big change to how NSW development applications get assessed. As of 1 July 2026, the new Development Coordination Authority (DCA) is fully up and running, replacing the old system where applicants and councils had to seek input separately from up to 22 different state agencies. Now there's one point of contact and one coordinated response, required within 28 days.

Referrals used to be one of the biggest causes of delay in a DA, sometimes adding 100+ days per agency. The DCA has also cut the number of situations that trigger a referral by almost 90%, while still protecting sensitive areas like heritage, bushfire, and the environment.

How long does a DA actually take in NSW? For the first time, you can look it up.

The NSW Government has rolled out two public trackers that put DA assessment timeframes out in the open. One shows how long each council takes to assess a development application, and the other shows how the State agencies behind referrals are performing against their deadlines. Alongside them sits the new Development Coordination Authority, a single front door for the State advice that many DAs rely on, with its full functions starting 1 July.

If your project sits near farmland, an existing rural use, or a land use that operates differently to what you are proposing, there is a good chance you will need a Land Use Conflict Risk Assessment (LUCRA) as part of your Development Application.

A LUCRA is a structured planning study required in NSW to assess whether a proposed land use is compatible with surrounding activities. It looks at issues like noise, odour, dust, spray drift, traffic, and loss of amenity, and recommends practical strategies to manage those risks before they become a problem for your approval.
