Changes to the points test from November 2019 –

The amendments introduce a revised points system for the subclass 491 visa as well as existing General Skilled Migration (489,189,190) visas. Points are awarded for attributes that are linked with the applicant’s ability to make the greatest economic contribution, as the key purpose of the skilled migration program is to maximise the economic benefits of migration to Australia.

The changes to the points test are to introduce:

· more points for having a skilled spouse or de facto partner (10 points);

· more points for applicants nominated by a State or Territory government or sponsored by a family member residing in regional Australia (15 points);

· more points for having certain STEM qualifications (10 points);

· points for applicants who do not have a spouse or de facto partner (10 points); and

· points for applicants with a spouse or de facto partner who has competent English (5 points).



To later obtain Permanent Residence (visa 191) you will need to :

– hold a regional provisional visa when they apply for the Subclass 191 visa, and have held that visa for at least three years;

– have earned a minimum income for at least three years as the holder of a regional provisional visa; and

– have complied with the conditions of the regional provisional visa.



There will be a NEW ordering system for ALL points test applicants as follows …

If all other points claims are equal, invitations for points tested visas will be ranked by the Migration Points Test as described below:

· First – primary applicants with a skilled spouse or de facto partner

· Equal First – primary applicants without a spouse or de facto partner

· Second – Primary applicants with a spouse or de facto partner who can demonstrate competent English but does not have the skills for skilled partner points (age and skills)

· Third – Primary applicants with a partner who is ineligible for either competent English or Skilled partner points. These applicants will be ranked below all other cohorts, if all other points claims are equal.

Other Notes
If you are granted this New Regional visa you cannot be granted any other permanent visa of any category for 3 years.

You are fee to move to other states but you must reside in Regional Australia until qualifying for Permanent Residence

Most in-demand jobs that can get you permanent residency in Australia.

Australia's skilled migration program is designed to fill the skill gaps to meet the country's economic needs. However,shortages in some skills continue to persist.

Australia has one of the biggest immigration programs in the world with 190,000 places kept every year for permanent migrants. A large part of the program- nearly 70 per cent - is reserved for skilled migrants who bring the in-demand skills to meet the needs of the Australian economy.

Over 128,000 permanent visas are issued to skilled migrants with the requisite skills each year.

The most in-demand skills this year in Australia include nurses, electricians, secondary school teachers, motor mechanics, metal fitters, carpenters and joiners.

In the year 2018-19, Australia has reserved over 17,300 places for registered nurses under the Skilled stream. Under the Skilled Independent stream, visa applicants are not required to have any state/territory or employer nomination and they are issued a permanent visa (Subclass 189) and they are free to live and work anywhere in Australia.

Top six jobs that can get you Australian permanent residency

In this year’s immigration planning in Australia, 17,322 registered nurses are required and the Department of Home Affairs has invited only 413 people to apply for a visa until 11 September.

While with 9,303 electricians, 8,480 secondary school teachers, 8,372 carpenters and joiners, 6,979 metal fitters and machinists and 6,099 motor mechanics are some of the most in-demand occupations, very few people have been invited to apply for a visa under these occupations.

Based on the skills and qualifications demonstrated in the Expression of Interest submitted by a prospective visa applicant, the Department of Home Affairs issues them an invite to submit a visa application.

The Department of Home Affairs has until 11 September invited 15 electricians, 115 secondary school teachers, six carpenters and joiners, ten motor mechanics and just three metal fitters and machinists to apply for a visa.

while there’s great demand for some occupations in Australia, not many applicants are able to qualify to apply for a permanent residency under those occupations.

So far, the Department of Home Affairs hasn’t issued a single invite even as there are 4,841 places reserved for livestock farmers this year.

“Countries like India are fueling Australia’s immigration intake but those engaged in such occupations in India wouldn’t have the requisite qualifications and English language proficiency that’s mandatory for a permanent visa in Australia,”

Australia has a massive skill shortage, particularly in rural and regional areas. Agriculture Minister David Littleproud told that the farming sector in particular was grappling with shortage of labour.

“Agriculture has a huge shortage of labour, particularly for picking, and an ag visa [agriculture visa] can help address that,” Mr Littleproud said last month.

While a stand-alone agriculture visa has run into trouble with the coalition partners- the Liberals and the Nationals- have different views on it, the new Immigration Minister has repeatedly said that his priority is to address the skill gap in regional Australia.

In contrast to skills gaps that are hard to fill, there are some occupations such as Software and Applications Programmers and Accountants, which attract a very high number of applicants and seem on track to exhaust their quota.

There were over 7,200 places for Software Programmers at the start of this year and 1,231 applicants were issued invites until 11 September to apply for a visa.

While the minimum threshold for applying for an Australian permanent visa was lifted to 65 points in July this year, for occupations that have higher interest from visa applicants the required points score can be as high as 80.

“IT professionals and Accountants have been facing a very tough time since the last year when the minimum point score on points test climbed to 75. We were hoping that some adjustment would be made in the occupation ceiling this year to accommodate the high interest by applicants in these occupations. But that has not happened.”

No takers for thousands of Australian permanent residency visas.

While thousands struggle to meet the requirements for Australian permanent residency, some in-demand trade occupations are seeing very low, or even no applications at all.

Australia is among the most sought-after immigration destinations across the world with tens of thousands of people trying their luck to migrate down under every year as skilled migrants. While many skills are experiencing long queues of visa applicants, there are some that have found absolutely no takers at all.

Of the 190,000 permanent visas that Australia plans to issue every year, nearly 70 per cent is reserved for skilled migrants.

Under the skilled stream migration, prospective migrants are required to nominate an occupation from the relevant occupation list depending upon the kind of visa they apply for.

For the skilled independent visa (subclass 189) - a permanent visa allowing indefinite stay and giving the freedom to live and work anywhere in Australia - all applicants file an expression of interest; and based on their points test score, the Department of Home Affairs then issues them an invite to apply for a visa.

This permanent visa has nearly 44,000 places reserved in Australia’s annual immigration planning.

Some occupations such as accountants and IT professionals are so popular that due to a high volume of applications, the Department has introduced pro-rata arrangements, whereas, in some other occupations, no invites were issued during the last financial year.

Out of the total 73 occupations that are subject to a ceiling, at least six were such that did not have a single invite issued in 2017-18.

Wall and floor tilers, automotive electricians, electrical distribution trade workers, boat builders and shipwrights, precision metal trade workers and livestock farmers together account for 9,603 visa places.

Australia's skilled migration program is designed to fill the skill gaps to meet the country's economic needs. However,shortages in some skills continue to persist.

Sheet metal trade workers, cabinet makers, glaziers, panel beaters and barristers and some health diagnostic and promotion professionals – together accounting for over 5,300 visa places
– saw just one applicant receiving an invite for each of the six occupations.

Precision metal workers are in demand in Australia but no invites were issued for this occupation in 2017-18.

Migration and Education Experts in Australia says most visa applicants with trades occupations prefer to take other routes to Australian permanent residency.

“In order for subclass 189 visa applicants to succeed, they require relatively higher levels of English proficiency, work experience and educational qualifications. In most cases, applicants with these occupations would prefer a sponsored visa that would get them additional points to meet the minimum requirements.

Most of immigrants are from India – a country that’s currently the biggest source of permanent migrants and Australian citizens.

While it can be an express route to permanent residency for applicants with the necessary skills, experience and English proficiency,some occupations are more popular than others among Indian migrants.

“The choice of occupations depends on the ease of doing the course and then the ability of the students to find an employer because most of them would look to gain post-study work experience and then employer sponsorships to make up for any gap in the points requirement.
