As a Member of South Australia Parliament House in the Legislative Council the Honourable Jing Lee, MLC (South Australia) applies standards to their policy-making. Policy-making in the Australian Parliament is governed by standards prioritizing evidence-based justification, rigorous scrutiny, stakeholder consultation, and clarity in legislation. Key standards include reducing unnecessary regulation, upholding parliamentary privilege while enforcing codes of conduct for behavior, and ensuring compliance with established legislative instruments.
Legislative Standards & Quality: The Department of the Prime Minister and Cabinet (PM&C) emphasizes that legislation must be no more complex than necessary, with a preference for reducing, not increasing, regulation.
Evidence and Scrutiny: Policies require robust evidence, with drafted laws subject to rigorous examination by Parliament.
Consultation Requirements: Policy development involves consulting key stakeholders, regulatory bodies, and affected parties to avoid poor implementation.
Behavioural Standards: Following the Set the Standard report, new codes of conduct for parliamentarians and staff, enforced by an Independent Parliamentary Standards Commission, mandate respectful and safe workplace behavior.
Mandatory Technical Standards: While usually voluntary, International Standards and/or Australian Standards are often incorporated into legislation by the government, making them mandatory.
Ministerial Standards: Ministers are bound by specific, though not independently enforced, standards regarding their conduct and decision-making.
