fka Children’s Services (fkaCS) began as the Free Kindergarten Union (FKU) in 1908.

We advocate and support the provision of high quality early childhood education and care including Children’s Cultural and Linguistic Rights through the provision of advocacy, consultancy and resources. The FKU was at the forefront of the early childhood education movement and had a major role in instigating many significant early childhood initi

atives including the establishment of the first Kindergarten Teachers College (now part of Melbourne University), the formation of a national association for early childhood (which evolved to Early Childhood Australia) and were the original trustees for the Lady Gowrie Centre in Victoria in the late 1930s. Today, fkaCS advocates for children’s cultural and linguistic rights and supports education and care services in the provision of culturally rich pedagogy and practice. Our vision is for all children to actively participate in quality education and care services that recognise, value and celebrate diversity.

Vale Dr Priscilla Clarke OAM

With gratitude, respect and admiration, we remember a pioneer, scholar, leader and tireless advocate whose life's work expanded opportunities for generations of children. Her legacy endures in every child whose language is valued, whose culture is respected, and every educator inspired by her vision of an inclusive, equitable and compassionate early childhood sector.

The Board, staff and wider community of fka Children's Services extend our heartfelt condolences to Priscilla's family, friends, colleagues and all who were privileged to know and work alongside her. We give thanks for her remarkable life, honour her enduring contribution, and celebrate the profound legacy she leaves for future generations of children, families and educators.

Updated EC PROTECT Resources Now Available

The Victorian Government has published the revised EC PROTECT resources, including the new Four Critical Actions for identifying and responding to child abuse.

These updated resources support early childhood services to meet their child safety obligations and provide clear guidance for responding to concerns about child abuse.

Resources available include:

✅ Downloadable posters and pamphlets
✅ New Four Critical Actions resources covering child abuse in:

• Early childhood services
• The family
• The community

Last Wednesday, we were delighted to welcome 48 attendees to our Annual General Meeting -thank you to everyone who joined us and continues to support our work.

A highlight of the evening was our engaging panel discussion exploring the Paramount Interests of the Child from multiple perspectives. We were privileged to hear from a panel representing a teacher, a parent, and a service provider, each sharing valuable insights from their unique experiences.

The discussion reinforced the importance of placing children at the centre of decision-making across all areas of early childhood education and care, and the power of collaboration in creating inclusive, responsive environments for every child.

Thank you to our panel members and attendees for contributing to such a thoughtful and meaningful conversation.
