Enhancing societal resilience and crisis management in the face of digital breakdowns

The SPARROW (Solid Preparedness And Resilience for Robust Operations during disaster Wilderness) project is a 3-year Horizon Europe Research and Innovation project, which aims to develop a platform representing a pioneering solution for enhancing societal resilience and crisis management in the face of digital breakdowns. Employing a modular architecture encompassing data integration, simulation m

odeling, and a collaborative platform, SPARROW orchestrates large datasets and expert insights to create a dynamic digital twin of a city. SPARROW consortium consists of 15 prominent research and academia organisations, with different areas of expertise, around the EU and UK. This project has received funding from the European Union’s Horizon Europe research and innovation programme under grant agreement 101168499. ⚡⚡ Workshop on CYber-Physical REsilience and Security Against Digital Breakdowns (CYPRES) - 2026 IEEE Cyber Security and Resilience Conference ⚡⚡

For the second consecutive year, SPARROWEU hosted the CYPRES Workshop at the 2026 IEEE Cyber Security and Resilience (CSR) Conference, together with the MedEWSa project (Jürg Luterbacher, Prof. PhD, Elena Xoplaki) and the Natwork Project (Antonios Lalas).

The workshop featured excellent presentations, engaging discussions, and an inspiring keynote address by José Manuel Palma-Oliveira.

A big thank you to all speakers, participants, and organizers for contributing to another successful edition. Looking forward to continuing these collaborations and advancing research on cyber-physical resilience and security!

For SPARROW, building resilience means bridging innovation with the real needs of cities and communities, fostering meaningful citizen engagement, and ensuring that research translates into practical value for those on the front line.

Throughout the event, we look forward to engaging with inspiring initiatives, sharing our work, and building synergies with other projects and European partners committed to strengthening resilience across Europe.

We are also delighted to see SPARROW featured in the book Research and Community Building for Disaster Resilient Societies – A European Perspective, authored by Philippe Quevauviller , Cristina Longo, and Giannis Skiadaresis, highlighting ongoing European efforts to advance disaster-resilient societies.

In addition, SPARROW is proud to be featured in the Art Science Exploration event. Through performances combining music, dance, theatre, photography, and literature, this initiative shows that resilience is not only built through science and technology, but also through culture, creativity, and community engagement. It is a strong reminder of the importance of a truly “whole-of-society” approach.

We look forward to inspiring discussions, new collaborations, and to contributing to shared efforts to build more resilient, inclusive, and prepared communities across Europe.

– SPARROW TTX in Cyprus
A high-impact Tabletop Exercise was successfully delivered in Cyprus under the SPARROW Project framework, focusing on complex, multi-layered crisis scenarios involving multiple cascading disasters affecting the Vasilikos Energy Centre—one of the country’s most critical energy hubs.

The exercise brought together the full spectrum of national authorities, critical infrastructure operators, and key stakeholders, reinforcing a whole-of-system approach to crisis management.

With the presence of the Director General of the Ministry of Energy and the Director General of the Cyprus Employers & Industrialists Federation, the exercise highlighted the importance of public–private coordination in managing large-scale, interconnected disruptions across sectors.

As the scenarios evolved, SPARROW tools and technologies were applied in a dynamic environment, enabling real-time interaction with end-users and capturing valuable feedback from frontline professionals involved in crisis prevention and response.

The Tabletop Exercise (TTX) brought together university staff, students, and representatives from local emergency services in a collaborative, high-engagement environment.
The scenario was tailored to the city of , where the university is located, focusing on disruptions to critical infrastructure and the cascading impacts on urban resilience and crisis management.
Through this exercise, participants were immersed in real-world decision-making dynamics—enhancing preparedness, coordination, and operational resilience across sectors.
