✅Delegates Observe Life Skills and Health Education at Linda Secondary School During O3 Programme Annual Review Meeting
Education Permanent Secretary - Education Services, Dr. Kelvin Mambwe, this morning led delegates attending the 2025 Regional Annual Review Meeting of the “Our Rights, Our Lives, Our Future” (O3) Programme on a field visit to Linda Secondary School in Livingstone.
The delegation observed a classroom session where learners engaged in Biology and Gender education, highlighting the integration of life skills and health education into the curriculum.
Dr. Mambwe, accompanied by Dr. Kennedy Lishimpi, Permanent Secretary - Technical Services at the Ministry of Health, said that practical approaches to teaching Biology are enhancing learners’ understanding.
And Dr. Lishimpi added that government is advancing education through a multi-sectoral approach, ensuring learners receive holistic knowledge.
Meanwhile Traditional leaders also underscored the importance of life skills education.
Senior Chief Madzimawe of the Ngoni people in Kasenengwa District in Eastern Province noted that teaching life skills and health education is vital in preventing early marriages.
And Chieftainess Mwenda of the Tonga people in Chikankata District of Southern Province stressed that empowering learners with life and health skills is critical for their future.
The delegation included Chris Castle from UNESCO Headquarters and Elisabeth Harleman, Head of Swedish Regional Development Cooperation.

Today’s field visit showcased the programme’s impact in Zambia’s tourist capital.

ZAMBIA HOSTS UNESCO O3 PROGRAMME REGIONAL ANNUAL REVIEW MEETING
Ministry of Education Permanent Secretary - Education Services, Dr Kelvin Mambwe has officially opened the 2025 Regional Annual Review Meeting of the “Our Rights, Our Lives, Our Future” (O3) Programme in Livingstone.
The meeting has brought together delegates from across Africa, UNESCO headquarters, cooperating partners, civil society organisations, and youth representatives.
Speaking at the opening ceremony, Dr Mambwe reaffirmed Zambia’s commitment to advancing the well-being of children and young people.
“When we equip adolescents and young people with the right information, values, life skills, and support systems, they become innovators, leaders, peacebuilders, and drivers of national development. That is why the O3 Programme remains so important to all of us,” Dr Mambwe said.
He added that the meeting comes at a critical time, as many African countries continue to face the “triple threat” of HIV, early and unintended pregnancy, and gender-based violence.
Dr Mambwe said in Zambia, nearly 29 percent of girls aged 15–19 have begun childbearing, while HIV prevalence among young women remains disproportionately high.
“Under President Hichilema’s leadership, Zambia has placed education at the centre of national transformation, introducing free education, recruiting over 40,000 teachers, expanding school infrastructure, and strengthening support for vulnerable learners. These reforms reflect government’s conviction that education is the greatest equaliser and the most sustainable pathway to inclusive development.” Dr Mambwe said.
The O3 Programme has already recorded significant progress in Zambia, including Training over 70,000 teachers in delivering life skills and health education, Institutionalising reforms such as the revised re-entry policy for adolescent mothers and Advancing youth-led accountability and community champion initiatives.
The delegates are expected to undertake field visits to schools and health facilities in Livingstone, to observe how policy translates into practical action through school-health collaboration, youth-friendly services, and teacher support.
Dr Mambwe reaffirmed Zambia’s commitment to strengthening partnerships, supporting teachers, and ensuring schools remain places of safety, dignity, inclusion, and hope.
“We are greatly encouraged that UNESCO and the governments of Sweden, Ireland, and Norway continue to prioritise sexual and reproductive health and rights and education for young people. May this meeting produce practical recommendations, stronger partnerships, and renewed determination to accelerate impact for future generations,” Dr Mambwe said.
And UNESCO Deputy Director-General Åsa Regnér said her organisation remains committed to the promotion of education and health.
She said there is need to do things differently were things are going wrong.

Some Ministry of Education officials are part of a three-day workshop on Strategic Communication led by the World Bank Group in Lilongwe, Malawi.
The event has drawn communication experts from various institutions from both Zambia and Malawi aimed at enhancing strategic communication and sustained stakeholder engagement for governments and the World Bank related programmes.
Among key speakers are Zambia's Deputy Director General of the Public Private Dialogue Forum (PPDF), Ms. Jacqueline Chishimba and renowned communications expert from the World Bank, Dr. Sina Odugbemi.
