A Proposal to Enhance Zesco Limited Net Metering Program
Introduction
ZESCO's net metering program represents a progressive step towards a sustainable energy future for Zambia. This innovative initiative allows individuals to generate electricity using their solar system and then export excess electricity to the national grid, in return, individuals are compensated with electricity units equal to the amount of electricity exported.
While ZESCO’s current model offers compensation in the form of electricity units, there is potential to transform this program into a keystone of Zambia's energy strategy. By evolving the compensation structure to include cash payments for exported electricity, ZESCO could not only enhance the program but also address the country’s load-shedding challenges more effectively. This approach could enable ZESCO to overcome existing issues and foster a more resilient and efficient power system. How can this be achieved?
The Power of Monetary Incentives
For this program to make an impact, it requires a significant number of prosumers (people who both produce and consume energy). If only a few people participate, the benefits won’t be felt widely. That’s why ZESCO should consider introducing cash compensation for excess electricity. Here’s how:
1. Wider Participation: Cash incentives would attract more participants, including those who might not be interested in accumulating more electricity units. A wide participation will translate into a large amount of excess power exported to the national grid.
2. Return on Investment: Offering cash back creates a real financial incentive for households and businesses to invest in solar energy. It will give confidence and motivation for individuals or groups to invest in solar energy.
To make it even better, ZESCO could provide various options for prosumers to use their excess electricity:
1. Direct cash payments through bank or mobile money accounts
2. Transferable electricity units that can be shared with friends or family
3. Compensation in the form of electricity units
This flexibility would encourage more people to join the program and ensure that excess energy is used efficiently. Once this is done, the program could offer benefits beyond energy production:
• Job Creation: Expanding the program would boost the renewable energy sector, creating jobs in installation and maintenance, and related services.
• More Power for Export: The program will drastically reduce pressure on hydroelectricity enabling ZESCO to reduce the reliance on imported energy and more power available for export, hence, bringing in foreign currency in the country.
• Lower Electricity Costs: Encouraging more solar power generation could alleviate pressure on the national grid, stabilize electricity supply, and reduce electricity tariffs for Zambians, making energy more affordable for households and businesses.
• Environmental Benefits: Increasing solar energy adoption through net metering offers a sustainable alternative to charcoal, reducing deforestation, air pollution, and carbon emissions while preserving natural resources.
• Improved Energy Security: By reducing reliance on imported energy, we can enhance national energy security and economic stability.
• Tax Revenue: Collaborating with the Zambia Revenue Authority (ZRA), ZESCO could offer tax incentives for participants, generating additional revenue for the government.
Implementing a cash compensation program for net metering is both practical and proven. For instance, Japan's feed-in tariff system, launched in 2012, led to a massive increase in solar installations, growing their capacity from 7.6 GW to over 63 GW between 2012 and 2020.
Other countries, including the USA, Germany, Italy, Australia, Denmark, and many others, have also successfully utilized cash compensation to encourage net metering. In Africa, countries like South Africa, Ghana, and Egypt are already implementing net metering programs, though most have yet to adopt direct cash compensation, and this presents an opportunity for Zambia to take a leadership role in the region by implementing a more advanced, cash-based system.
