CAN THE INTERNET BE POLICED?
In today’s world, emails, social media, and online chat platforms have become the primary means of communication. While this has made connecting with others easier than ever, it has also raised pressing questions about responsibility and control online. Can the internet truly be policed, and if so, how?

On one hand, proponents argue that online conduct can and should be regulated to protect users from abuse, harassment, and misinformation. Laws such as Zambia’s recently enacted Cyber Security Law aim to govern online behaviour, holding individuals accountable for the content they share and ensuring that digital platforms remain safe spaces for interaction. By enforcing such legislation, authorities can monitor and curb cybercrime, hate speech, and other harmful activities that may otherwise go unchecked.

On the other hand, critics question the feasibility of policing a vast, global network where messages cross borders instantly and anonymity is often maintained. The challenge lies not only in enforcement but also in balancing regulation with freedom of expression. Strict policing might risk overreach, potentially limiting open discussions and stifling the very benefits the internet provides.

Central to this debate is the concept of Netiquette, or “Internet etiquette.” Netiquette emphasizes respecting other users’ views and maintaining acceptable behaviour online. This involves carefully considering how messages may be interpreted, since text-based communication lacks the nuances of facial expressions and tone. For instance, what might be intended as a harmless joke could inadvertently offend someone if misunderstood. Following netiquette not only promotes positive interaction but also aligns with legal frameworks designed to protect users, such as Zambia’s Cyber Security Bill of 2025, which outlines obligations and penalties for misuse of online platforms.

The core rules of netiquette include:

1. Respecting others: Avoid offensive or harmful language.

2. Protecting privacy: Do not share personal or sensitive information without consent.

3. Being clear and concise: Prevent misunderstandings.

4.Acknowledging sources: Credit original content when sharing online.

5. Avoiding spam: Refrain from disruptive behaviour in online forums.

As technology evolves and online spaces expand, the discussion on policing the internet becomes increasingly relevant. How can authorities, educators, and users themselves ensure that the web remains a safe, respectful, and productive environment?

GENDER BASED VIOLENCE AND THE ZAMBIAN ECONOMY

Gender-based violence has devastating effects on the Zambian economy, as it hinders the potential growth and development of the country. Gender-based violence refers to any violence that is directed against a person on the basis of their gender. This can include physical, sexual, psychological, or economic violence. In Zambia, gender-based violence is a pervasive issue that affects women and girls in particular, and its impact on the economy is profound.

One of the most significant effects of gender-based violence on the Zambian economy is the loss of productivity. When women and girls are subjected to violence, whether it is physical or psychological, it can have a detrimental impact on their ability to work and contribute to the economy. Many women may be forced to miss work due to injuries sustained from violence, or they may experience reduced productivity as a result of the trauma and psychological effects of the violence. This loss of productivity not only affects the individual women, but it also has a ripple effect on the economy as a whole, leading to a decrease in overall productivity and economic growth.

Furthermore, gender-based violence often leads to increased healthcare costs for the country as a whole. Victims of gender-based violence may require medical treatment for injuries, as well as mental health support to cope with the trauma they have experienced. These healthcare costs place a significant burden on the Zambian economy, as resources that could be used for other important areas, like education and infrastructure, are diverted towards addressing the health needs of victims of gender-based violence.

In addition to the direct impact on productivity and healthcare costs, gender-based violence also has long-term economic consequences. For example, when girls are unable to attend school due to violence or the fear of violence, they miss out on valuable education and skill-building opportunities, which ultimately impacts their ability to fully participate in economic activities. This limits their potential for economic empowerment and leads to a loss of human capital for the country as a whole.

Furthermore, gender-based violence can also discourage foreign investment and undermine the image of Zambia as a stable and safe place to do business.

It is clear that gender-based violence has profound and far-reaching effects on the Zambian economy. In order to mitigate these effects and promote economic growth and development, it is essential that the government and other stakeholders take proactive measures to address and prevent gender-based violence. This may include implementing and enforcing laws and policies that protect women and girls from violence, providing support services for victims, and promoting gender equality and women's empowerment.

By addressing gender-based violence, Zambia can create an environment where all individuals, regardless of gender, can fully participate in and contribute to the economy, ultimately leading to a more prosperous and equitable society.
