ENOUGH IS ENOUGH.

The practice of allowing unqualified individuals to perform Human Resource functions must be addressed—urgently.

Across many organisations, individuals who are:

- Not trained in HR
- Not professionally qualified
- Not registered with the Zambia Institute of Human Resource Management

are being assigned to handle critical HR responsibilities.

This is not just poor practice.
It is a compliance risk.

Human Resource Management is a regulated profession in Zambia. Assigning unqualified personnel to perform HR functions exposes organisations to:

👉 Legal liability
👉 Non-compliance with labour laws
👉 Risk of penalties, fines, or prosecution
👉 Weak governance and reputational damage

Let’s be clear:

If organisations can be penalised for non-compliance in finance or health and safety—
why should HR be treated any differently?

This growing trend must be confronted.

The Zambia Institute of Human Resource Management, HR professionals, and the Ministry of Labour and Social Security Zambia must take a firm and visible stance.

There is also a need to strengthen compliance enforcement mechanisms, including:

⚖️ ARE WE NORMALISING UNFAIR LABOUR PRACTICES… OR JUST JUSTIFYING THEM?

Let’s be real.

Unpaid overtime.
Endless contracts.
“Volunteers” doing full-time jobs.
No benefits. No security.

These things are no longer shocking.
They are now normal.

But normal doesn’t mean right.

📜 For example, labour laws do not allow casualisation—keeping people on temporary arrangements for permanent work.

So ask yourself:
👉 If the job is permanent, why isn’t the employment?
👉 If the work is essential, why isn’t the worker protected?

To employers:
Are you building organisations—or just managing cheap labour?

To HR:
At what point does silence become complicity?

Silence protects problems. Courage builds professions.

WHEN POLICIES REPLACE THINKING

Policies are important in every organization.

They bring structure.
They ensure consistency.
They guide decisions.

But here is a question many organizations avoid:

At what point do policies stop guiding people… and start limiting them?

In many workplaces, employees are so used to following procedures that they stop thinking.

Instead of asking:
“Is this the best solution?”
“Is there a better way?”

The response becomes:
“It’s policy.”

And that is where the problem begins.

Because not every situation fits into a policy manual.

Over time, something dangerous happens:

People stop using judgment.
They stop taking initiative.
They stop thinking beyond what is written.

And slowly, organizations create a culture where following the process becomes more important than solving the problem.

Here is the uncomfortable truth:

An organization that trains people not to think… is training them not to innovate.

Perhaps the real question is:

Are our policies helping people think better… or preventing them from thinking at all?

WHEN EVERYTHING GOES WRONG, WHY IS HR THE FIRST TO BE BLAMED?

In many organizations, whenever something goes wrong, the first reaction is:

“HR must fix it.”

Low morale?
Blame HR.

High staff turnover?
HR must address it.

Poor performance?
HR must deal with the employees.

But here is an uncomfortable truth many organizations avoid:

Some workplace problems are not HR problems.
They are leadership problems.

HR can guide.
HR can advise.
HR can design policies and systems.

But HR cannot replace leadership responsibility.

Workplace culture is shaped daily by how leaders treat people, communicate, make decisions, and handle challenges.

The truth is simple:

HR supports culture — leaders create it.

Perhaps the real question organizations should ask is not:

"What is HR doing about this?"

But rather:

"What are our leaders doing about this?"
