The only way to truly understand the cost of safety, one needs to measure the performance by developing a set of Halth & Safety KPI's specifically for the trend that the company wants to track. If you don't measure safety you can't control the outcomes and this oversight becomes a undetected source of loss that cannot be easily pinpointed to the origins of where the company is hemarigin from with great financial loss.

Look at the scenario in your private capacity. As an employed person you are being paid a salary, the reality is that your salary can only cover so much. This is why most people have a budget to live from. The budget will perfectly balance if you stick to it, however if for some reason you start spending cash on small non-value adding items there will after a period be blanks in the budget and shortage on cash flow. The difference is, because you never tracked the budget performance on a frequent basis it will become more difficult to track where the funds are leaking too and why there is always a shortage of cash.

The brutal truth is that there are many organisations that are stuck in this trap and can't get out.
