_*What CAPS actually is and is not*_

_CAPS = the national curriculum written by the DBE._
_IEB = an independent exam board that assesses learners on the national curriculum but with its own exam style and standards._

*Both produce an NSC at NQF Level 4, recognised for university entry.*

- IEB is not an international curriculum like Cambridge, IB, GED, or American High School Diploma.

CAPS (Curriculum and Assessment Policy Statement) is:

- The national curriculum written by the Department of Basic Education (DBE).

- Used in all public schools and most private schools.

- A content and assessment framework: it tells schools what to teach, when, and how to assess.

When a learner writes the standard National Senior Certificate (NSC) through the state system, they are being examined on CAPS.

What IEB actually is
IEB (Independent Examinations Board) is:

- Not a curriculum writer.

- A private assessment body that sets and marks exams for independent schools.

- These schools still follow the national curriculum requirements (CAPS content), but are assessed through IEB’s exam system.

So:

- The content is still CAPS (or CAPS‑aligned).

- The exams and assessment style are IEB’s.

That’s the core nuance:
IEB is an alternative assessment route, not an alternative national curriculum.

_*Why parents experience IEB as “different”*_

Parents often feel that IEB is a “different curriculum” because:

- The teaching approach in IEB schools tends to be more inquiry‑based and analytical.

- The exam questions often demand more application, interpretation, and critical thinking than many state CAPS papers.

- IEB schools are usually better resourced, so the experience of learning feels very different from many CAPS schools.

So in lived reality:

- CAPS (state exams) often feels more content‑driven and prescriptive.

- IEB (independent exams) often feels more application‑driven and analytical.

But in legal and structural reality:

- Both lead to the same qualification name: National Senior Certificate (NSC).

- Both are quality‑assured by Umalusi.

- Both are based on the national curriculum framework.
