Don't mize local artists based on the fact that they're not famous or making money yet Did you forget that Casper Nyovest,Nasty C,Shane Eagle,Areece were all also local artists before they blew up?
Oh and this thing about unknown independent rappers being called "Local Artists" doesn't make any sense, because these big names I've just mentioned including every single artist in S.A are also considered as "Local Artists"
The term "Local" indicates that the artist resides in the same country as you do
Over in America "Young Thug,Chris Brown,Drake,YG, Tyga,Lil Wayne" just to name a few are also considered Local Artists, because they reside (stay/live) in that country
Please stop mizing our artists,it's having a negative affect on them

WHAT DOES CO-SIGNING AN ARTIST MEAN?*
it is when an artist/record label with a commercial success, gives a different artist/record label a shout-out by acknowledging that they like their work/music.
Without co-signs, artists diversity in Hip Hop would've been very shallow.
When you co-sign you promise to pay the loan yourself, it means that you risk having to repay any missed payments immediately.
So make sure you can afford to pay this debt if the borrower cannot, as a co-signer you should have a separate notice by the lender prior to signing agreement.

if it happens that the artist is far away from the label.You'll have to recommend the label a best producer/studio around where you are located.
When recommending them the best studio/Producer don't forget to share their full details like all his/her social media handles and email address so that the label can contact them.note that the label covers their artists all costs.
