Vacancy Announcement - Project Officer

Title: Project Officer

Location: Sanaa

Report To: Project Manager

Job Summary:

Project Officer Position is the lead role in the implementation of the project. The Project Officer will manage the day to day activities of the project and will lead the project team. The Project Officer will be responsible for managing project activities and also coordinate with external stakeholders for a smooth implementation of the project. Project Manager and Project Officer will represent the Organization in meetings with the donor, government officials, and other line agencies.

Duties and Responsibilities:

Under the supervision of Project Manager and Organization President:

Project Management
 Project Officer is responsible for implementing the project activities in close coordination with project participant.
 Prepare monthly and weekly work plans.
 Manage the project plan and inform the Project Management of any changing of the program.
 Manage and supervise project activities through the project life cycle.
 Interact with project funding INGO to develop an understanding of the key deliverables of the project.
 Represent the organization with the project manager in a periodical progress review meeting with funding INGO.
 Provide phasing and scheduling of the project.
 Participate in the development of the project regarding program activities.
 Participate in the development and issuance of project procedures.
 Coordinate and ensure the timely completion of reports.
 Provide input to Project Management regarding project performance and status.
 Help facilitate project-related meetings, including devising of agendas.
 Actively manage project reports to ensure reports are delivered within time.
 Document activities and reports to communicate project findings and actions.
 Operate within organizational policies and practices.
 Provide technical and management support to the project team.
 Report on project activities and expenditure as requested by the Project Manager and according to project timeframes.
 Prepare monthly, quarterly reports.
 Report to Project Manager any changes, which affect the project implementation.
 Be responsible for monitoring and supervision of activities implemented in the project’s sites to ensure effective implementation.
 Supervise and record project activities expenditure against budget
 Implement the project M&E plan in a professional manner
 Participate in Project review.
 Support the organization of visits (of donors, other visitors)
 Establish a relationship and attends technical meetings with other NGOs and networks when appropriate
 Report regularly to Project Manager about project management matters
 Implement project-operating procedures together with project team members
 Ensure compliance with policies and procedures

Required Skills and Qualifications

 Master degree in Management or any relevant field
 Theoretical and practical project management knowledge
 Experience as a project officer at least for one year
 Experience in strategic planning, risk management, and change management
 Proficiency in Project Management software tools
 High Proficiency in the English Language
 Excellent skill in MS. Excel, Word & PowerPoint.
 Email oriented with excellent skills in electronic correspondence.
 Excellent reporting skills and data management
 Committed, highly organized and respect time.
 Able to work under pressure.

15% of Yemeni women trust the news they receive from Whats App

22% of the population of Yemen uses the application of Whats App to communicate with their families and learn about the news. According to the results of a study conducted by PERCENT in the middle of last year, 15% of Yemeni women trust the news they receive from the application of Whats App and the Social Media such as Facebook and Twitter, while 29% of men consider these sites from the main sources for news and information.

A quarter of Yemenis have Facebook accounts

Nearly one-quarter of Yemen's population has Facebook accounts. According to a study conducted by PERCENT Corporation for Polling and Transparency Promotion recently, Facebook users are 16% of Yemen's population, almost the same percentage of those who have introduced internet service to their homes until mid-2017.

Nine out of ten people rely on Facebook as a source of information.

The number of Facebook users has doubled increasingly over the last four years. Since 2013 , 2.7% said they have accounts on Facebook, the percentage increased to 15.2% by the end of 2015.

Based on a study carried out by PERCENT Corporation last year, 2017, a national sample of 5,000 citizens, half of whom were women, was adopted.

A quarter of Yemenis use the Internet

One-quarter of Yemen's population uses Internet service after the rapid spread of data transfer over the past few years.
According to the results of studies conducted by PERCENT for Polling and transparency promotion from 2013 to the first quarter of 2017, the percentage of Internet users increased by approximately 50%.
The results of the last study carried out by PERCENT at the beginning of last year 2017 were based on a national sample of 5000 citizens, half of whom were women, pointing out that 16.6% of Yemenis introduced Internet access to their homes, which means that more than four million citizens have internet access.
The results of the study, which targeted the population over the age of 17 years in all governorates of Yemen, came very close to the results of the data of a website called (Internet live stats ) specialized in monitoring the number of visitors to the Internet world.
According to the results of the recent study of PERCENT, the Internet has facilitated the production of a large number of non-native users, who are connected to the Internet but often do not have e-mail or use the Internet in their working lives.

PERCENT discusses prospects for cooperation with GIZ

Mr. Ahmed Houssein, Executive Director of PERCENT Corporation for Polling and Transparency Promotion, met Jalal Mohammed Al-Halahi, the Senior Advisor of the Yemen Peace Program for the German Agency of the International Cooperation GIZ,

Mr. Ahmed Houssein - in the meeting held in the corporation office in the Yemeni
Capital ,Sana'a - presented a brief presentation of the activities and projects implemented by the Corporation since its establishment in 2012

Al-halali expressed his admiration for the size of the activities and the level of projects implemented by PERCENT Corporation, and its adoption of modern methods and means in the implementation of community studies and assessment of public opinion.

The two sides discussed the prospects for future cooperation and the possibility of establishing a permanent partnership between PERCENT Corporation for Polling and Transparency Promotion and the Yemen Peace Program of the German Agency for International Cooperation (GIZ).

The meeting was attended by Yasser Aqlan, Financial Manager and Jamila Al Othmani, Project Coordinator at PERCENT.
