Kalinga State University (KSU) presented its Fiscal Year (FY) 2026 first-semester physical, financial, and income performances, including the corresponding action plans, during the Agency Performance Review (APR) Mid-Year Dialogue with State Universities and Colleges (SUCs) in the Cordillera Administrative Region (CAR) on August 20, 2026, at the Department of Budget and Management–Cordillera Administrative Region (DBM-CAR) in Baguio City.

Representing KSU in the dialogue were University President Dr. Joy Grace P. Doctor; Elsie Andres, Budget Officer III; and Rhonjon Garming, Director for Planning and Strategy.

KSU was among the CAR SUCs invited to the dialogue, which was conducted in line with the budget monitoring and review activities for the FY 2026 budget and pursuant to Section 4.5 of DBM Circular Letter No. 2025-2.

As part of the activity, KSU delivered a 20-minute presentation highlighting its FY 2026 first-semester physical, financial, and income performances, including the corresponding action plans. The University also presented the status of implementation of action plans as of June 30, 2026, covering the FY 2024 annual, FY 2025 first-semester, and FY 2025 annual physical, financial, and income performances.

The mid-year dialogue focused on the findings of the FY 2026 Mid-Year APR Report, the assessment of action plans, and issues and bottlenecks encountered in budget preparation and ex*****on. The activity also sought recommendations for resolutions and improvements to address these concerns. Discussions likewise covered the common findings from the evaluation of FY 2027 budget documents and opportunities to improve DBM-CAR services and processes.

The activity included the recognition of the winners of the FY 2025 APR Recognition System, including the best-performing SUCs/agencies and the Special Excellence Awardee in CAR.

The dialogue provided KSU an avenue to present its performance and action-plan implementation while engaging in discussions on budget preparation and ex*****on concerns relevant to the University and other SUCs in the region.

Kalinga State University (KSU) welcomed Tiberiu Drăgoiu of Babeș-Bolyai University (BBU), Cluj-Napoca, Romania, on August 17, 2026, marking the beginning of the University’s international visiting professor engagement, “Strengthening Physics Education through the Engagement of an International Visiting Professor from Babeș-Bolyai University, Romania.”

The welcome program was held at the Office of the University President Conference Hall, KSU Bulanao Campus, with Dr. Joy Grace P. Doctor, SUC President III, leading the University’s welcome and initial engagement with the visiting professor, together with members of the KSU team behind the initiative.

The engagement forms part of KSU’s international academic linkage with Babeș-Bolyai University and seeks to strengthen physics education through international academic exchange, knowledge sharing, faculty development, and enriched learning opportunities for students.

President Doctor, who serves as a lead proponent of the initiative, provides overall program direction and institutional accountability for the engagement. Working alongside her are the program’s lead proponents and members from KSU’s academic and administrative units, including Dr. Marilou B. Adora, Ms. Evangeline W. Torres, Dr. Mary Grace B. Malawis-Ignacio, Dr. Ronald U. Wacas, Dr. Pinky Larcelle G. L. Gas-ib, Ms. Teodifel S. Lao-aten, Dr. Maria Cyrila C. Bawer, Dr. Marlita E. Quesada, Dr. Abigail Q. Ocay, and Atty. Reymar Pan-oy, who collectively support the academic coordination and implementation of the program.

Also present during the welcome program was Ms. Irene M. Daguasi, KSU-Bulanao Campus GAD Coordinator and co-proponent, who is tasked with the gender-responsive component of the engagement, including the gender-sensitivity orientation for the visiting professor.

During the one-month engagement scheduled for August to September 2026, Drăgoiu is expected to participate in physics-related classes, co-teaching sessions, faculty development activities, academic lectures, and specialized seminars for KSU students and faculty.

Among the scheduled activities are the “Physics of Forensic Ballistics: From Firearm Discharge to Crime Scene Reconstruction” seminar-workshop for BS Forensic Science and BS Criminology students on August 28, 2026, the Science Faculty Seminar on September 4, 2026, and the Physics Seminar for Students on September 11, 2026, all at Teatro Kalinga.

Regular class instruction is likewise part of the engagement, including scheduled sessions at the Innovation Center, 2nd Floor, for students of the College of Engineering and Information Technology on August 24–27, 2026.

The initiative aims to strengthen students’ competencies in physics and scientific reasoning while providing faculty members opportunities for professional learning through co-teaching, mentoring, and knowledge-sharing activities. It also supports the enhancement of physics-related syllabi and instructional materials and seeks to provide a foundation for continued academic cooperation between KSU and Babeș-Bolyai University.

Designed as a gender-responsive and inclusive academic undertaking, the program provides equitable opportunities for qualified students regardless of s*x, gender, age, or socio-economic background, while incorporating gender-fair approaches into its implementation.

The visiting professor engagement brings together KSU leadership, its academic and administrative personnel, and an international academic partner in a shared effort to strengthen physics education and expand opportunities for academic exchange.

Through this initiative, Kalinga State University continues to strengthen its international academic linkages while creating meaningful opportunities for its students and faculty to engage with global academic perspectives.

University President Dr. Joy Grace P. Doctor welcomed representatives of the Department of the Interior and Local Government–Cordillera Administrative Region (DILG-CAR) today, August 13, 2026, for the presentation of the Cordillera CivicAdemy, an initiative aimed at strengthening the capacities of Civil Society Organizations (CSOs) and fostering meaningful participation in local governance.

Established by DILG CAR in partnership with Local Resource Institutes (LRIs), Higher Education Institutions (HEIs), CSOs, and the City Government of Baguio, the Cordillera CivicAcademy seeks to develop the knowledge and skills of various sectors toward more informed, active, and meaningful engagement in local governance processes.

The discussion focused on the program’s objectives and potential areas of collaboration with Kalinga State University, particularly in strengthening Civil Society Organizations and promoting meaningful participation in local governance in the Province of Kalinga.

President Doctor expressed the University’s openness to partnerships that strengthen participatory governance, civic engagement, and community empowerment.

𝐊𝐒𝐔 𝐖𝐞𝐥𝐜𝐨𝐦𝐞𝐬 𝐂𝐚𝐩𝐔 𝐒𝐜𝐡𝐨𝐥𝐚𝐫 𝐅𝐨𝐫 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡 𝐄𝐧𝐠𝐚𝐠𝐞𝐦𝐞𝐧𝐭

Kalinga State University welcomed Dr. Eli Paolo Fresnoza, Instructor and Faculty Lead of the Centre for Tourism Research and Extension Services at Capilano University, North Vancouver, British Columbia, Canada, for a research engagement as Visiting Professor held from July 31- August 2 at the KSU Bulanao Campus.

Dr. Fresnoza conducted onsite sessions focused on Research 1 and Thesis 1, engaging 193 participants composed of graduate students of the College of Advanced Studies (CAS), students enrolled in Dissertation 1, Thesis 1, and Research Methodology, and the University’s Research Associates.

The sessions covered quantitative, qualitative, and mixed-methods research approaches, including research paradigms, research problem formulation, research design, statistical approaches, research ethics, qualitative research designs, data collection methods, data analysis, and research proposal development. Discussions also included indigenous research methodologies and context-sensitive approaches relevant to community-based scholarship.

The engagement forms part of KSU’s continuing efforts to enhance research capacity and provide its academic community opportunities for international knowledge exchange. Dr. Fresnoza brings more than fifteen years of academic-practitioner experience in research, planning, tourism development, sustainability, and community-based studies, with expertise in disaster risk management, indigenous community resilience, and applied research methodologies.

Following the onsite sessions, the Visiting Professor engagement will continue through scheduled online synchronous sessions and consultation activities, providing participants additional opportunities for research guidance and scholarly mentoring. The engagement also serves as an initial step toward strengthening academic collaboration between Kalinga State University and Capilano University, with opportunities for future research collaboration and other academic initiatives.

Following the completion of his onsite sessions, Dr. Eli Paolo Fresnoza paid a courtesy call on KSU President Dr. Joy Grace P. Doctor, where both underscored their shared commitment to strengthening research collaboration, knowledge exchange, and future institutional cooperation.

The activity highlights KSU’s continuing efforts to expand research opportunities and foster academic linkages that support the development of graduate education and scholarly work in the Cordillera region.

Kalinga State University Receives Book Donations from Multiple Institutions

Kalinga State University has received generous book donations from the Supreme Court of the Philippines, the SIL Global - Philippines, and the Ateneo de Manila University Department of Political Science.

The Supreme Court's donation includes Philippine Reports Volumes 1- 838, Supreme Court Reports Annotated (SCRA) Volumes 1- 955, the Supreme Court Style Handbook, and other law books from Rex Bookstore.

SIL Global - Philippines donated 129 books on Kalinga languages, along with 61 CDs and reels. The ADMU Political Science Department contributed five boxes of books spanning both fiction and non-fiction. In addition, Dr. Melay Abao, former Chairperson of the same department, donated four boxes of books to the KSU Library last January.

These donations were facilitated through the newly-approved Institute of Bodong, Jamesun Bejarin Wacnang and Rynj Gonzales. KSU thanks Supreme Court Senior Chief Staff Officer Ms. Edeliza C. Gallo, SIL Global-Philippine Director Maria Cecilia O. Van Zante, and Political Science Department Chairperson Ma. Lourdes Veneracion-Rallonza. The University hopes these contributions will pave the way for more collaborations and long-term partnerships with these institutions.

Lead proponents of the Institute of Bodong are SUC President Joy Grace P. Doctor, College of Advanced Studies Dean Marilou D. Alngag, and Twinkle A. Bautista.

Kalinga State University (KSU) and Cagayan State University (CSU) formalized their partnership through the signing of a Memorandum of Understanding (MOU), establishing a framework for sustained academic cooperation and collaboration between the two higher education institutions.

The MOU aims to strengthen institutional linkages through academic and cultural exchange, faculty and student mobility, joint research initiatives and publications, curriculum development through the sharing of educational resources and best practices, collaborative seminars, convocations, workshops, trainings, conferences, community engagement, extension initiatives, and other academic activities.

The agreement was signed by the Kalinga University President, Dr. Joy Grace P. Doctor, and Dr. Arthur G. Ibanez ASEAN Engr., Officer-in-Charge, Office of the University President for Cagayan State University.

Joining the signing were Dr. Maria Cyrila C. Bawer, Dean of the KSU College of Education; Dr. Mary Grace B. Malawis-Ignacio, Dean of the KSU-College of Criminal Justice Education; Dr. Romar R. Banadero, Dean of the CSU-Gonzaga College of Teacher Education; and Dr. Ohlie M. Malazzab, Dean of the CSU-Gonzaga College of Criminal Justice Education, together with representatives from both institutions.

Through this collaboration, KSU and CSU strengthen opportunities for knowledge exchange, research cooperation, academic innovation, and meaningful engagement that contribute to the continuous pursuit of excellence in higher education and responsive service to their respective communities.

University President Dr. Joy Grace P. Doctor participated in the Luzon SUC Presidents’ Learning Session held on July 16, 2026, at the Philippine Normal University, together with fellow presidents and leaders of State Universities and Colleges (SUCs) and Higher Education Institutions (HEIs) from across Luzon and the National Capital Region.

The gathering served as a strategic venue for institutional leaders to strengthen regional collaboration in quality assurance, deepen their understanding of internationally recognized internal quality assurance frameworks, and exchange best practices that support continuous institutional improvement. Through meaningful dialogue and knowledge sharing, the learning session underscored the collective commitment of participating higher education institutions to advancing academic excellence, strengthening governance, and aligning Philippine higher education with regional and global quality standards.

University President Dr. Joy Grace P. Doctor is participating in the 2026 Philippine Association of State Universities and Colleges (PASUC) Annual Convention and General Assembly, taking place from July 13 to 15, 2026, at the SMX Convention Center Manila, Pasay City.

Accompanying the University President are the Vice President for Administration and Finance, the Vice President for Research, Development, Extension, and Training, the Board Secretary, and the Campus Administrators of the Rizal and Dagupan Campuses, representing Kalinga State University alongside fellow State Universities and Colleges from across the country.

Held in celebration of the 59th Founding Anniversary of PASUC, this year’s Convention is anchored on the theme, “Transformative Leadership and Strategic Governance: Empowering SUCs for Sustainable and Inclusive Futures.” The gathering brings together university presidents, administrators, policymakers, faculty members, researchers, extension practitioners, and development partners to examine emerging issues in public higher education, exchange institutional experiences, and consider policies and strategies that respond to an evolving educational landscape.

As the Convention progresses, participants are taking part in plenary sessions and discussions that explore leadership, governance, innovation, and institutional development, while fostering dialogue among State Universities and Colleges on matters that influence the future of Philippine public higher education.
