𝐊𝐒𝐔 𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐬 𝐅𝐘 𝟐𝟎𝟐𝟔 𝐩𝐞𝐫𝐟𝐨𝐫𝐦𝐚𝐧𝐜𝐞 𝐚𝐭 𝐃𝐁𝐌-𝐂𝐀𝐑 𝐀𝐏𝐑 𝐌𝐢𝐝-𝐘𝐞𝐚𝐫 𝐃𝐢𝐚𝐥𝐨𝐠𝐮𝐞
Kalinga State University (KSU) presented its Fiscal Year (FY) 2026 first-semester physical, financial, and income performances, including the corresponding action plans, during the Agency Performance Review (APR) Mid-Year Dialogue with State Universities and Colleges (SUCs) in the Cordillera Administrative Region (CAR) on August 20, 2026, at the Department of Budget and Management–Cordillera Administrative Region (DBM-CAR) in Baguio City.
Representing KSU in the dialogue were University President Dr. Joy Grace P. Doctor; Elsie Andres, Budget Officer III; and Rhonjon Garming, Director for Planning and Strategy.
KSU was among the CAR SUCs invited to the dialogue, which was conducted in line with the budget monitoring and review activities for the FY 2026 budget and pursuant to Section 4.5 of DBM Circular Letter No. 2025-2.
As part of the activity, KSU delivered a 20-minute presentation highlighting its FY 2026 first-semester physical, financial, and income performances, including the corresponding action plans. The University also presented the status of implementation of action plans as of June 30, 2026, covering the FY 2024 annual, FY 2025 first-semester, and FY 2025 annual physical, financial, and income performances.
The mid-year dialogue focused on the findings of the FY 2026 Mid-Year APR Report, the assessment of action plans, and issues and bottlenecks encountered in budget preparation and ex*****on. The activity also sought recommendations for resolutions and improvements to address these concerns. Discussions likewise covered the common findings from the evaluation of FY 2027 budget documents and opportunities to improve DBM-CAR services and processes.
The activity included the recognition of the winners of the FY 2025 APR Recognition System, including the best-performing SUCs/agencies and the Special Excellence Awardee in CAR.
The dialogue provided KSU an avenue to present its performance and action-plan implementation while engaging in discussions on budget preparation and ex*****on concerns relevant to the University and other SUCs in the region.
