MEMORANDUM CIRCULAR NO. 106
Upon the recommendation of the National Disaster Risk Reduction and Management Council and in view of the forecasted major impacts that will be brought about by Super Typhoon "Uwan", work in government offices in the National Capital
Region, Cordillera Administrative Region, and Regions I, II, Ill, IV-A, IV-B, V and VIlI is hereby suspended on 10 November 2025. Further, classes at all levels in the aforementioned Regions, Region VI, Region VIl, and the Negros Island Region are also suspended on 10 and 11 November 2025
Agencies responsible for basic, vital and health services, preparedness and response duties must continue tO remain operational. TO further ensure continuity of essential government functions, all other government agencies in the aforementioned
Regions may implement alternate work arrangements, as may be necessary, subject to applicable laws, rules and regulations.
The localized cancellation or suspension of classes and/or work in government offices in other regions may be implemented by their respective Local Chief Executives, pursuant to relevant laws, rules and regulations.
The suspension of work in private companies and offices is left to the discretion of their respective heads.

As per PDRRMC Memorandum, dated 9 November 2025, Gov. Vilma Santos-Recto, as PDRRMO Chairperson, has announced the SUSPENSION OF CLASSES IN ALL LEVELS, BOTH PUBLIC AND PRIVATE, tomorrow, 10 November 2025, throughout the Province of Batangas.
This is founded on the latest science-based forecast and severe weather advisories issued by PAGASA on the effects of Typhoon UWAN.
Schools are encouraged to shift to modular distance learning to ensure continuity of learning, while prioritizing the safety of students and teaching and non-teaching personnel.
Local government units and school authorities are further enjoined to implement necessary precautionary measures and to coordinate with their respective local DRRM Councils for monitoring and response actions.
