Exclamatory sentences begin with "what, what a, how", but they don't have a question form. They express wonder or surprise.
"What, what a" are followed by a noun or an adjective + a noun.
"What" is used with plural and uncountable nouns:

"What a" is used with singular, countable nouns:

"How" is followed by either an adjective or an adverb:
