Milagros Soto promoted to Suffolk police chief of operations Milagros Soto is now the highest-ranking woman in the department's history.

Another 254 superstar stepping up to lead his agency and serve his community! Congratulations Jeff…I mean Chief!

After an extensive recruitment and interview process, City Manager Paulette Hartman has named Jeff Garner as the next Chief of Police for North Richland Hills.

Garner, a 26-year veteran of North Richland Hills PD, has served as Assistant Police Chief since June 2022.

Mrs. Hartman expressed confidence in his ability to lead and continue building upon the department’s professionalism and integrity. “Jeff's servant leadership style, data-driven problem-solving, and commitment to developing future leaders within the department made him the ideal choice to guide the NRH Police Department forward,” she said.

Chief Garner grew up in North Richland Hills and began his career with NRHPD as a police officer in 1998. He worked his way through the ranks holding leadership positions in Uniformed Services, Training, Professional Standards, Criminal Investigations and Technical Services.

“I care deeply about North Richland Hills and I am honored to continue serving in this new role,” Garner said. “I look forward to continuing to work with the team of incredible employees in the Police Department, as well as our city leaders, community organizations, and residents to ensure North Richland Hills remains a safe, welcoming, and thriving community.”

Garner has a Master of Science in Criminal Justice from the University of North Texas and a Bachelor of Arts in Political Science from Abilene Christian University. He is also a graduate of the FBI National Academy, the Police Executive Research Forum Senior Management Institute for Police at Boston College, and the Institute for Law Enforcement Administration School of Executive Leadership.

He earned numerous commendations during his career and was recognized as the department’s Officer of the Year in 2002 and Supervisor of the Year in 2011.

Garner was among 25 applicants for the position. He replaces Police Chief Mike Young who recently retired.
