Presenting the third speaker of opposition, Bakht Jamshed Baryar - Oxford graduate, joined Pakistan Customs after serving with Forcier Consulting and the Ministry of Planning, with expertise in anti-smuggling operations.

Presenting the second speaker of opposition, Amna Baig - Police Service officer and Oxford Scholar, she established Pakistan’s first Gender Protection Unit to support victims of gender-based violence.

Presenting the first speaker of opposition, Shamshad Ahmed Khan - Former Foreign Secretary of Pakistan and UN Ambassador, he is a prominent voice on foreign policy, frequently contributing to major newspapers.

Presenting the third speaker of proposition, Dr. Soufia Anis Siddiqi - Rhodes Scholar and LUMS professor, specializing in the political economy of education, with extensive advisory roles in Punjab’s education sector.

Presenting the second speaker of proposition, Atta Ali Malik - Entrepreneur and financial expert, with an MBA from Boston University, currently a partner at Chaudhry Malik & Co. and former World Bank Consultant.

Presenting the fist speaker of proposition, Ahmed Bilal Mehboob - Founder of PILDAT, an engineer turned expert in parliamentary development and governance, with over 100 published works on democracy and elections.

Is it the structures or individuals in bureaucracy that deserve to be criticized? Is the framework efficient enough to welcome and execute progressive initiatives in the country? Our opposition will argue along these lines to develop a nuanced understanding of the larger system in which bureaucracy operates.

To debate on this very important and complex issue, we have brought together a panel comprising of former and current career bureaucrats, policy practitioners, and political analysts, who have a rich experience of working closely with and around the governance structures of Pakistan.
