🔍 รู้หรือไม่? ประเทศไทยจ่ายค่าตีพิมพ์บทความวิจัยแบบ Open Access กว่า 1.27 พันล้านบาทต่อปี

การเปิดให้งานวิจัยเข้าถึงได้ฟรี หรือ Open Access ช่วยให้ประชาชน นักวิจัย ภาคธุรกิจ และผู้กำหนดนโยบาย สามารถเข้าถึงองค์ความรู้และนำไปใช้ประโยชน์ได้กว้างขึ้น แต่ในอีกด้านหนึ่ง การเผยแพร่ผลงานในวารสารวิชาการระดับนานาชาติจำนวนมากยังมาพร้อมค่าใช้จ่ายที่เรียกว่า Article Processing Charge หรือ APC ซึ่งเป็นค่าธรรมเนียมการตีพิมพ์บทความที่นักวิจัยหรือสถาบันต้องรับภาระ
ข้อมูลจากโครงการวิจัยของศูนย์ดัชนีการอ้างอิงวารสารไทย (TCI) ภายใต้การสนับสนุนของ Thailand RISE Fund หรือกองทุน ววน. พบว่า ในช่วงปี 2020–2024 ประเทศไทยมีการตีพิมพ์บทความวิจัยแบบ Open Access มากกว่า 41,000 บทความ คิดเป็นร้อยละ 53 ของบทความทั้งหมด จากการสำรวจข้อมูลจาก 92 สถาบันการอุดมศึกษาของรัฐและเอกชนทั่วประเทศ พบว่า ประเทศไทยมีค่าใช้จ่ายด้าน APC สูงกว่า 1.27 พันล้านบาทต่อปี ที่น่าสนใจคือ ผลการวิเคราะห์พบว่า การจ่ายค่า APC ในระดับสูงไม่ได้สัมพันธ์กับผลกระทบทางวิชาการหรือจำนวนการอ้างอิงที่เพิ่มขึ้นเสมอไป
ขณะเดียวกัน เมื่อพิจารณาตามสาขาวิชา พบว่า สาขาแพทยศาสตร์มีค่าใช้จ่ายด้าน APC สูงที่สุดของประเทศ คิดเป็นมูลค่ากว่า 413 ล้านบาทต่อปี เนื่องจากวารสารทางการแพทย์ระดับนานาชาติจำนวนมากมีค่าตีพิมพ์เฉลี่ยมากกว่า 100,000 บาทต่อบทความ สถานการณ์ดังกล่าวสะท้อนคำถามสำคัญว่า ประเทศไทยจะบริหารงบประมาณด้านการเผยแพร่งานวิจัยให้เกิดประสิทธิภาพสูงสุดได้อย่างไร เพื่อไม่ให้ต้นทุนการตีพิมพ์กลายเป็นภาระที่กระทบต่อการลงทุนด้านการวิจัยและการพัฒนาองค์ความรู้ในระยะยาว
Thailand RISE Fund โดยสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) จึงเดินหน้าขับเคลื่อนแนวคิด “Thailand Open Science for ALL” เพื่อพัฒนาระบบ Open Access ของประเทศ ควบคู่กับการยกระดับวารสารวิชาการไทยสู่ฐานข้อมูลสากล อาทิ Scopus
เป้าหมายสำคัญคือการสร้างระบบนิเวศงานวิจัยเปิดที่เข้มแข็งและยั่งยืน ลดการพึ่งพาการตีพิมพ์ในวารสารต่างประเทศที่มีต้นทุนสูง เพิ่มศักยภาพวารสารไทยให้เป็นที่ยอมรับในระดับนานาชาติ และเปิดโอกาสให้นักวิจัยไทยเผยแพร่ผลงานคุณภาพในประเทศมากขึ้น
แนวทางสำคัญที่ถูกเสนอ ได้แก่
✅ การเจรจาระดับประเทศกับสำนักพิมพ์ต่างประเทศในรูปแบบ Read-and-Publish
✅ การปรับเกณฑ์ประเมินผลงานวิชาการให้รองรับวารสารไทยในฐานข้อมูลสากลอย่างชัดเจน
✅ การสนับสนุนกลไกกลางด้านบรรณาธิการ ผู้เชี่ยวชาญภาษา และผู้ประเมินระดับนานาชาติ เพื่อเพิ่มศักยภาพวารสารไทยในอนาคต
การขับเคลื่อนครั้งนี้จึงไม่ใช่เพียงการพัฒนาวารสารวิชาการไทย แต่คือการวางรากฐาน “ระบบนิเวศงานวิจัยเปิด” ของประเทศ เพื่อให้ความรู้จากงานวิจัยเข้าถึงได้มากขึ้น งบประมาณด้านวิจัยถูกใช้ได้อย่างมีประสิทธิภาพมากขึ้น และประเทศไทยมีขีดความสามารถในการแข่งขันทางวิชาการบนเวทีโลกอย่างยั่งยืน

Thailand Spends More Than $35 Million a Year on Open-Access Publishing Fees, Study Finds
Thailand spends an estimated 1.27 billion baht (£27 million; US$35 million) annually on fees to publish academic research in open-access journals, according to a recent study supported by Thailand RISE Fund.
Open-access publishing allows research findings to be freely available to the public, businesses, policymakers and researchers worldwide. However, many international journals charge authors an Article Processing Charge (APC) to make their work openly accessible.
Researchers from the Thai-Journal Citation Index Centre (TCI), with support from Thailand RISE Fund, analysed publication data from 2020 to 2024. The study found that Thai researchers published more than 41,000 open-access articles during the period, accounting for 53% of all research publications.
Data collected from 92 universities revealed that APC payments now exceed 1.27 billion baht each year. The findings also suggest that higher publication fees do not necessarily lead to greater academic impact, measured by citation rates.
The study found significant differences across disciplines. Medical sciences accounted for the highest APC expenditure, at more than 413 million baht annually. Researchers attributed this to the high publication fees charged by many leading international medical journals, where costs can exceed 100,000 baht per article.
The findings have prompted debate over how Thailand can maximise the value of public investment in research while maintaining international visibility for its scientific output.
In response, Thailand RISE Fund, led by Thailand Science Research and Innovation (TSRI), is advancing the "Thailand Open Science for ALL", an initiative aimed at strengthening the country's open-access ecosystem while raising the international profile of Thai academic journals.
The programme seeks to reduce reliance on expensive overseas publishing channels by improving the quality and visibility of domestic journals, including efforts to expand their inclusion in international databases such as Scopus.
Key proposals include:
✅ National-level negotiations with international publishers through Read-and-Publish agreements
✅ Revising academic evaluation criteria to provide clearer recognition of Thai journals indexed in international databases
✅ Establishing shared support mechanisms for journal editors, language specialists and international peer reviewers to enhance the quality and competitiveness of Thai journals
This effort is not simply about improving academic journals. It is about laying the foundations for a national open research ecosystem, one that broadens access to knowledge, improves the efficiency of research investment, and strengthens Thailand's long-term competitiveness in the global research landscape.
