WHAT IS A WHIP? AND WHAT HAPPENS TO IF IT'S DISOBEYED?

Nationalist Congress Party (NCP), chief Sharad Pawar, said Monday that misinformation was being spread that Ajit Pawar, the NCP's legislature party leader, would issue a whip for all (NCP MLAs) to vote for the BJP in the floor test. According to some, whoever ignores the whip will lose his House membership.

After consulting several constitutional experts, the NCP chief stated that Ajit Pawar, who was removed from his position because he joined hands with the BJP to form a government, has no legal right to issue a whip for MLAs.

People have been asking what a whip in Indian politics is because of the confusion about who the whip for NCP is. Here are the essential facts

MEANING OF THE WHIP?

A whip is an official from a political party that acts as the party's enforcer inside the legislative assembly. Every major party in India appoints whips to ensure discipline and good conduct on the House floor. A whip is an important office bearer for the party in Parliament. The Chief Whip is a member of the House who is responsible for issuing whips. Parties also appoint additional Whips. India took the British parliamentary system's concept of the whip from Britain.

WHAT HAPPENS TO A WHIP IF IT IS NOT OBEYED?

If a legislator disobeys or ignores the whip, he/she could face disqualification proceedings. This is unless there are 2/3rds of members of the party who do so. The Speaker of the House decides whether a legislator is disqualified.

LIMITATIONS ON WHIP

In some instances, such as Presidential elections, whips can't direct Members of Parliament (MP) or Members of Legislative Assembly (MLA) in a certain manner.
