We are excited to have successfully completed the Higher Education Intervention 2025 (HEI’25) project and to look back at the meaningful results achieved along the way. Over the past three
years, the project has contributed to stronger systems, greater transparency, and more inclusive practices across higher education in Kosovo. These results reflect the power of collaboration, commitment, and a shared vision for lasting change. Grateful to everyone who made this possible.

Kemi kënaqësinë që e kemi përfunduar me sukses projektin “Intervenimet në arsimin e lartë 2025” (Higher Education Intervention 2025-HEI’25) dhe që po reflektojmë mbi rezultatet domethënëse të arritura përgjatë këtij rrugëtimi. Gjatë tre viteve të fundit, projekti ka kontribuar në forcimin e sistemeve, rritjen e transparencës dhe promovimin e praktikave më gjithëpërfshirëse në arsimin e lartë në Kosovë. Këto rezultate pasqyrojnë fuqinë e bashkëpunimit, përkushtimit dhe një vizioni të përbashkët për ndryshim të qëndrueshëm. Falënderues ndaj të gjithëve që e bënë të mundur këtë proces.

Projekti financohet nga Austrian Development Agency, me kontributin e Ministrisë së Arsimit, Shkencës, Teknologjisë dhe Inovacionit dhe Agjencisë së Kosovës për Akreditim, dhe zbatohet nga Qendra për Arsim e Kosovës (KEC) dhe Organizata për Rritjen e Cilësisë në Arsim (ORCA).

UP ME PROGRES TË JASHTËZAKONSHËM NË PRODHIM SHKENCOR – 69% E PUNËS SHKENCORE VETËM NË 7 VITET E FUNDIT

Në Universitetin e Prishtinës janë evidentuar 3,910 punime shkencore në revista të indeksuara në Scopus dhe Web of Science nga stafi akademik aktual. Punimi i parë është publikuar në vitin 1996. Deri në vitin 2017, pra për një periudhë prej 22 vitesh, në UP ishin të identifikuara gjithsej 1,225 punime shkencore.

Ndërkaq, vetëm nga viti 2018 deri në vitin 2024, janë regjistruar 2,700 punime në total që përbëjnë 69% të të gjithë prodhimit shkencor të stafit akademik të UP- së që nga themelimi i këtij institucioni. Kjo do të thotë se vetëm në shtatë vitet e fundit, Universiteti ka prodhuar dy herë më shumë shkencë se në dy dekadat para tyre.

Ky përparim është reflektuar drejtpërdrejt në justifikimin e titujve akademikë. Në matjen e bërë në vitin 2018, 59% e stafit akademik në UP nuk i justifikonin titujt e tyre akademikë, ndërsa në vitin 2024, kjo përqindje ka rënë në 26%.

ORCA përgëzon përpjekjet e të gjithë shoqërisë kosovare për arsim cilësor, që nga protestat studentore dhe qytetare të vitit 2014 kundër ish-rektorit Ibrahim Gashi, të cilat kërkonin integritet në punën akademike dhe shkencore, e deri te hartimi i ligjeve, udhëzimit administrativ dhe rregulloreve të brendshme që mundësuan këtë rrugëtim transformues.

Po ashtu, mirënjohja u takon shteteve mike dhe partnerëve ndërkombëtarë të Kosovës, të cilët, përmes formave të ndryshme të angazhimit dhe bashkëpunimit, kanë kontribuar në mënyrë signifikante në përparimin e universiteteve tona drejt integritetit dhe cilësisë në arsimin e lartë.

UP WITH EXTRAORDINARY PROGRESS IN SCIENTIFIC OUTPUT – 69% OF ALL SCIENTIFIC WORK PRODUCED IN THE LAST 7 YEARS

At the University of Prishtina, a total of 3,910 scientific papers by current academic staff have been identified in journals indexed in Scopus and Web of Science. The first publication dates back to 1996. By 2017, that is, over a period of 22 years, a total of 1,225 scientific papers had been recorded.

However, between 2018 and 2024 alone, 2,700 papers were published, representing 69% of all scientific output produced by the University’s academic staff since its founding. This means that in just the past seven years, the University has produced twice as much science as in the two decades before.

This progress has been directly reflected in the justification of academic titles. In the 2018 assessment, 59% of the University’s academic staff did not justify their academic titles, while in 2024, this percentage dropped to 26%, thus reversing the ratio between the two.

ORCA congratulates the efforts of the entire Kosovar society for quality education, from the student and civic protests of 2014 against former rector Ibrahim Gashi, calling for integrity in academic and scientific work, to the drafting of laws, the administrative instruction, and internal regulations that have enabled this transformative journey.

Recognition is also due to the friendly countries and international partners of Kosovo, who, through various forms of engagement and cooperation, have made a significant contribution to the advancement of our universities toward integrity and quality in higher education.

U mbajt punëtoria për hartimin e Planit të Veprimit për Barazi Gjinore 2025-2028 në Universitetin e Gjakovës “Fehmi Agani”.
Ky proces përbën një hap thelbësor drejt promovimit të një mjedisi universitar të barabartë, gjithëpërfshirës dhe inkurajues për të gjithë, pa dallim gjinie. Plani i veprimit për barazi gjinore ka për qëllim t’i adresojë sfidat që ndikojnë në barazinë gjinore, në përputhje me kornizën ligjore për barazi gjinore në Kosovë dhe me Statutin e Universiteti “Fehmi Agani” në Gjakovë.

Përmes këtij plani, universiteti synon:

• Të krijojë mundësi të barabarta për zhvillim dhe avancim për të gjithë studentët dhe stafin akademik;
• Ta përmirësojë balancin gjinor në pozitat akademike e administrative;
• Të sigurojë qasje të barabartë në burimet akademike dhe mundësitë për karrierë;
• Të zhvillojë një mjedis të shëndetshëm dhe mbështetës për të gjithë, pa dallim gjinie.

A workshop took place to draft the Gender Equality Action Plan 2025-2028 for the University of Gjakova “Fehmi Agani.”
This process represents a crucial step toward promoting an equal, inclusive, and supportive university environment for everyone, regardless of gender. The Gender Equality Action Plan aims to address challenges affecting gender equality, in line with Kosovo’s legal framework on gender equality and the Statute of the University of Gjakova.

Through this plan, the University aims to:
• Create equal opportunities for development and advancement for all students and academic staff;
• Enhance gender balance in academic and administrative positions;
• Ensure equal access to academic resources and career opportunities;
• Develop a healthy and supportive environment for everyone, regardless of gender.

UNIVERSITETI I GJILANIT ME RRITJE TË QËNDRUESHME TË PUBLIKIMIT SHKENCOR

ORCA publikon rezultatet e hulumtimit mbi integritetin akademik dhe publikimin shkencor në Universitetin e Gjilanit për vitin 2024.

📈 Rezultatet kryesore:
▪️ 88 punime shkencore të publikuara në revista të indeksuara në Scopus ose Web of Science
▪️ 69% e të gjitha publikimeve janë përgjatë viteve 2022–2024
▪️ 24% e punimeve janë në kuartalet 1 dhe 2 të Scopus-it
▪️ 77 punime janë të vlefshme për avancim akademik, ku stafi është autor i parë ose korrespodent
▪️ 60% e profesorëve i justifikojnë titujt e tyre akademikë, rritje domethënëse krahasuar me 35% në vitin 2020, kur është matur për herë të parë.

▪️ Vetëm 5 punime janë të publikuara në revista ose botues të dyshimtë - numri më i ulët ndër të gjitha universitetet publike

UNIVERSITY OF GJILAN WITH SUSTAINED GROWTH IN SCIENTIFIC PUBLISHING

ORCA publishes the results of its research on academic integrity and scientific publishing at the University of Gjilan for 2024.

📈 Key findings:
▪️ 88 scientific papers published in journals indexed in Scopus or Web of Science
▪️ 69% of all publications were produced during 2022–2024
▪️ 24% of papers are in Scopus quartiles 1 and 2
▪️ 77 papers are valid for academic promotion, with staff members listed as first or corresponding authors
▪️ 60% of professors justify their academic titles, a significant increase compared to 35% in 2020, when this indicator was measured for the first time
▪️ 14% of papers are in journals discontinued by Scopus
▪️ Only 5 papers were published in dubious journals or publishers - the lowest number among all public universities

These findings show a steady growth in scientific publishing and academic integrity, positioning the University of Gjilan among public institutions with improving performance.

▪️ 31% e punimeve janë në kuartalet 1 dhe 2 të Scopus-it
▪️ 126 punime janë të vlefshme për avancim akademik, stafi janë autorë të parë ose korrespodentë
▪️ 54% e profesorëve i justifikojnë titujt e tyre akademikë, krahasuar me vetëm 22% në vitin 2023
▪️ Fakulteti i Edukimit ka justifikimin më të lartë të titujve akademikë me 67%, ndërsa Fakulteti i Filologjisë më të ulëtin me 33%

UNIVERSITY OF GJAKOVA REACHES MAJORITY OF PROFESSORS JUSTIFYING THEIR ACADEMIC TITLES FOR THE FIRST TIME

The Organization for Increasing Quality in Education (ORCA) has published the report on academic integrity and scientific publishing at the University of Gjakova.
The year 2025 marks a historic success for this university: for the first time, the number of professors who justify their academic titles exceeds those who do not.

📈 Key findings:
▪️ 59% of professors justify their academic titles, compared to 35% in 2020
▪️ 66% of male professors and 47% of female professors justify their academic titles
▪️ 167 scientific papers published in journals indexed in Scopus or Web of Science
▪️ 37% of papers are in quartiles 1 and 2 of Scopus
▪️ 80% of academic staff have at least one scientific publication, with the Faculty of Medicine as the most productive
▪️ Publications appear in journals with publishers from 34 countries, led by Poland and Switzerland
▪️ 10% of papers are in journals discontinued by Scopus, while 30% of staff have published at least once in journals or publishers considered questionable

This progress demonstrates steady growth in academic integrity and scientific publishing, positioning the University of Gjakova among public institutions with improving performance.
