Over VT62M European Union aid for cyclone victims
Over VT62M European Union aid for cyclone victims.
The European Union (EU) is providing €500,000 (nearly VT63 million) to provide crucial humanitarian assistance to families affected by tropical cyclones Judy and Kevin that have wreaked havoc across many parts of Vanuatu.
The aid will address the urgent needs of 26,000 people in some of the hardest-hit areas in the worst-hit provinces of MALAMPA, SANMA, TAFEA and TORBA.
In the aftermath of the emergency, Vanuatu activated the EU Civil Protection Mechanism requesting aerial means for assessment, and the transport of aid or response teams. The EU immediately deployed a Rapid Response Coordinator to help operations on the ground and provided further support through the Copernicus Satellite Service to monitor the situation. France responded by deploying a plane, a helicopter and a ship via the EU Civil Protection Mechanism.
“The back-to-back tropical cyclones have left a trail of destruction in Vanuatu, causing many to suffer the loss of homes, livelihoods and belongings,” said Karima Hammadi, who currently oversees EU humanitarian programmes in Vanuatu. “The EU funding will help get vital assistance to the most vulnerable people to support them during this hard time.”
“In Vanuatu, extreme weather events like cyclones are not a matter of if, but a matter of when,” said Sujiro Seam, the Ambassador of the EU to Vanuatu. “In line with its Indo-Pacific Strategy, the EU responded to cyclones Judy and Kevin, in a coordinated effort with France, its only member state present in Vanuatu, and local and international partners.”
One part of the funding will support ADRA in delivering much-needed assistance, while another part is an EU’s overall contribution to the Disaster Response Emergency Fund (DREF) of the International Federation of Red Cross and Red Crescent Societies (IFRC). The aid includes the provision of emergency shelter, essential household items, hygiene materials, as well as health and psychological support. Cash grants will also be provided to help some of the worst-hit families to meet their immediate needs.
Background
More than 80% of the total population across Vanuatu have been affected after the two category-4 storms Judy and Kevin hit the archipelago nation in quick succession at the beginning of March. Packing wind gusts of up to 220 kilometres per hour, the storms caused heavy rains and strong winds that devastated large parts of the country, including the capital, Port Vila.
The systems damaged homes, livelihoods and infrastructure, while also resulting in the temporary closures of airports and the loss of communications in many areas, cutting the island from the wider region for several days. Water sources have also been heavily contaminated. The situation prompted the government to declare a State of Emergency on March 2.
According to a United Nations report, over 2,800 people remained displaced in evacuation centres in the provinces of SHEFA and TAFEA, as of March 15, 2023.

The Toyota Tsusho South Pacific Holdings (TTSPH) Pty Ltd, through Asco Motors Vanuatu, donated over VT6 million to the Ministry of Education and Training (MoET) on Monday to aid in the recovery process following the damages caused by Tropical Cyclones (TCs) Judy and Kevin.
The Chief executive Officer (CEO) of Asco Motors Vanuatu, Neil Stewart, stated that TTSPH recognises the need to support Vanuatu and its people in the aftermath of the two devastating cyclones.
The Director of Finance and Administration in the MoET, Gideon John, expressed his appreciation for the assistance provided by TTSPH. He explained that this is the first cash money that the Education cluster has received since the cyclones hit the country, and the funds will be used to repair minor damages to classrooms in Efate and Port Vila to provide students with a conducive learning environment.
Mr. John disclosed that the assessment of the damages caused by the cyclones to schools in SHEFA and TAFEA Provinces is expected to be completed this week. This will enable them to determine the total estimated costs for the recovery process. He also noted that the rapid assessment carried out in TAFEA Province, especially on the island of Tanna, showed that the new buildings built under the reconstruction after TC Pam in 2015 resisted the two recent cyclones.
These include 240 new buildings for primary schools, funded by the Australian Government, four secondary schools by the Asian Development Bank, and Teruja School in Aneityum financed by the World Bank.
Mr. John explained that the funds from the reconstruction after TC Pam mainly covered TAFEA, SHEFA, and MALAMPA Provinces. Meanwhile, the reconstruction under TC Harold will cover the island of Pentecost in PENAMA Province and will begin in SANMA Province later this year. As of now, some schools that were damaged by TC Harold are still using tents and tarpaulins.
