New UNESCO report: Leadership is key to Viet Nam’s education transformation

On July 17, 2025, UNESCO released the Vietnamese translation of its GEM Report 2024/25, “Leadership in Education: Lead for Learning,” coinciding with Vietnam’s adoption of its first-ever Law on Teachers. The report emphasizes the critical role of leadership in improving learning outcomes, noting that many school leaders lack training and spend too much time on administrative tasks. In Vietnam, only 21.5% of principals’ time is instruction-focused. The report urges stronger training, recruitment transparency, and system-level leadership. Experts praised its call for shared leadership. UNESCO supports Vietnam through key initiatives and education reforms aligned with international standards and national priorities.
