The quality of institutional reform depends not only on what government changes, but on the order in which it makes those changes. Strategic leadership is not demonstrated by launching more reforms. It is demonstrated by knowing which reform must happen first.

Institutional underperformance does not always result from insufficient resources. It may reflect unclear decision authority, fragmented responsibilities, inadequate technical skills, outdated processes, weak information systems or unresolved dependencies between institutions. Adding resources without identifying the actual constraint may increase expenditure without improving delivery.

A theoretical saving is not necessarily an available saving. A budget reduction is not necessarily an efficiency improvement. And transferring expenditure between programmes does not automatically increase public value. Government must distinguish between reducing costs, improving productivity and redirecting resources towards better outcomes. Strategic reallocation is not about spending less everywhere. It is about spending more deliberately where public value is greatest.

A government should not measure success only by what it delivers. It should also examine what society could have gained had those resources been used differently.

Good governance does not mean never changing course. It means knowing when change is justified, who can authorise it and how accountability will be maintained.

Activities tell us what government did. Outputs tell us what government produced. Outcomes tell us what changed. Impact examines the broader, longer-term effects of that change. A government can perform strongly against its activity targets while making limited progress towards its intended outcomes.
