Afghanistan Center for Peace and International Studies (ACPIS)

On Memorial Day, the Afghanistan Center for Peace and International Studies (ACPIS) extends its deepest respect and appreciation to the men and women of the United States Armed Forces who sacrificed their lives in service to their country and in support of peace, stability, and international security.
Memorial Day is not only a moment to honor those who gave their lives for the United States, but also an opportunity to recognize the important role the United States has played globally in promoting stability, supporting nations affected by conflict, and advancing values that have inspired millions across the world.
Over the past decades, the United States has contributed significantly to the promotion of democratic governance, human rights, freedom of expression, women’s rights, access to education, and the rule of law. These values have provided hope and opportunity for many societies striving for peace, dignity, and social progress.
ACPIS honors and remembers the US Armed Forces who sacrificed their lives or were wounded during their military missions in Afghanistan over the past two decades in pursuit of security, stability, and the fight against international terrorism.

To effectively confront and challenge the Taliban, it is essential to use the same tool they have relied on to establish and sustain their legitimacy and control.

One of the most effective strategies is to build a consensus among Afghanistan’s religious scholars and to present well-reasoned Islamic critiques of the Taliban’s policies and actions.

A strong consensus among respected scholars can expose the weaknesses in the Taliban’s religious arguments, challenge their misuse of Islam, and undermine their claims to legitimacy.

Religion has been the Taliban’s strongest source of authority. A united and credible religious response can become one of the most powerful tools to confront them.

برای مقابله موثر با طالبان، باید از همان ابزاری بهره گرفت که این گروه مشروعیت و سلطه خود را بر پایه آن استوار ساخته اند. یکی از کارآمدترین راهکارها، ایجاد اجماع میان علمای افغانستان و نقد مستدل دینی و مذهبی سیاست‌ها و عملکرد طا لبان است.
مهم‌ترین ابزار طا لبان، توسل به شرع و ادعای مشروعیت دینی برای تصمیم‌ها و اقدامات شان است؛ به گونه‌ای که بر هر سیاست خود مهر «شرعی» می‌زنند تا آن را غیرقابل تردید جلوه دهند. در چنین شرایطی، اجماع علمای دینی می‌تواند راهکاری موثر برای به چالش کشیدن مبانی فقهی و مذهبی این گروه و تضعیف ادعاهای مشروعیت آن ها باشد.

Located nearly 480 kilometers from Kabul, Karachi represents the closest major seaport for Afghanistan, offering faster and more cost-effective transportation, supported by established logistics networks and relatively affordable shipping options. This structural dependence has made Afghanistan particularly vulnerable to disruptions along the Pakistan border, which has historically remained a zone of political tension and security instability.

The meeting of the Board of Directors of the Afghanistan Center for Peace and International Studies ACPIS was held on December 19, 2025.
During the meeting, the Center’s activities throughout 2025 were reviewed, and the work plan for 2026 was discussed.
Over the course of 2025, the Afghanistan Center for Peace and International Studies published approximately 29 academic and research articles in Persian and English. The Center also initiated a series of dialogue meetings titled “Afghanistan and the Region” and successfully hosted two rounds of these meetings: the first under the theme “Middle East Foreign Policy on Afghanistan Before and After the Taliban,” and the second under the title “Dialogue on the TAPI, TAP, and CASA-1000 Projects.”
Considering that the terms of office for members of the Board of Directors are three years, two years, and one year, respectively, the one-year terms of two board members, Mr. Mohammad Shafi Ershad and Ms. Shabana Kargar, were extended for an additional year by a majority vote.

افغانستان پس از رویداد یازدهم سپتامبر ۲۰۰۱ در محراق توجه سیاست خارجی ایالات متحده آمریکا قرار گرفت. به‌دنبال آن، جایگاه این کشور در سیاست‌گذاری‌های متحدین آمریکا نیز ارتقا یافت و افغانستان آهسته‌آهسته به دژی مستحکم برای مبارزه با تروریسم تبدیل شد. اما با تغییر اولویت‌های ژئوپولیتیکی ایالات متحده و تمرکز این کشور بر مهار چین و روسیه، افغانستان به حاشیه رانده شد. بی‌توجهی به آرمان‌های مردم افغانستان و نادیده‌گرفتن حکومت پیشین، سرنوشت تلخی را رقم زد؛ سرنوشتی که کشور را با بحران چندبُعدی مواجه ساخت. با این‌همه، کنشگران سیاسی، مدنی و مدافعان حقوق بشر مبارزه‌ای را در برابر طالبان آغاز کردند و از همان نخستین روز سقوط، برای بازپس‌گیری حقوق ازدست‌رفته‌ی شهروندان، با جسارت وصف‌ناپذیر وارد آوردگاه نابرابر شدند.

افغانستان کشوری با قوم ها و زبان های متفاوت است. دیدگاه اکثریت برای افغانستان همین است و این تنوع قومی و زبانی را یکی از زیبایی های افغانستان می دانند، اما باید بپذیریم که شهروندان این کشور دارای فرهنگ ها و دیدگاه های اجتماعی مختلف هستند تا جایی که بعضی حوزه های افغانستان، مشابهت های فرهنگی و اجتماعی بیشتر با کشورهای همسایه دارند در مقایسه با حوزه ی دیگر افغانستان؛ و این عاملی است که جریان های حاکم آمادگی ذهنی یا انگیزه ی برای تقسیم قدرت و دخیل کردن همه ی جغرافیا در تصمیم گیری های کلان را ندارند و آن را نوعی شکست خود و ضعیف شدن دیدگاه خود می پندارند.

اعلامیه رسمی
مرکز صلح و مطالعات بین‌الملل افغانستان، حادثه مورخ ۲۶ نوامبر ۲۰۲۵ در واشنگتن دی‌سی که در نتیجه آن دو تن از اعضای گارد ملی ایالات متحده به شدت زخمی شدند را به شدیدترین الفاظ محکوم می‌نماید.
انتشار خبر مربوط به هویت حمله‌کننده که یک شهروند افغانستان است، باعث نگرانی عمیق در میان جامعه مهاجرین افغانستان در ایالات متحده گردیده است. مردم افغانستان در طول دهه‌های گذشته بارها شاهد بوده‌اند که چگونه سرنوشت اکثریت مطلق توسط دیدگاه‌ها و اقدامات یک اقلیت کوچک به گروگان گرفته شده و پیامدهای تصمیم‌های آنان بر دوش مردم تحمیل شده است.
بحران کنونی افغانستان، به‌ویژه پس از سال ۲۰۲۱، نتیجه افراط‌گرایی و رویکردهای تندروانه یک گروه کوچک است؛ رویکردی که هزاران شهروند را ناچار به ترک کشور و مهاجرت در نقاط مختلف جهان ساخته تا بتوانند زندگی امن و به دور از خشونت را تجربه کنند.
متاسفانه، تداوم تفکر های خشونت آمیز که دیروز اتفاق افتاد، می‌تواند پیامدهای ناگوار بر زندگی ده‌ها هزار مهاجر افغانستان در ایالات متحده داشته باشد؛ مردمانی که نه‌تنها به ارزش های یک زندگی مسالمت آمیز باورمند هستند، بلکه همواره مخالف هرگونه عمل خشونت‌آمیز می باشند.
مرکز صلح و مطالعات بین‌الملل افغانستان ضمن محکومیت این حمله، تاکید می‌نماید که خشونت در هیچ نقطه‌ای از جهان و از سوی هیچ دین، مذهب یا اندیشه‌ای قابل توجیه نیست. بدون تردید، افرادی که دست به اقدامات خشونت‌آمیز می‌زنند، باید شخصاً پاسخ‌گوی اعمال خود باشند.

The Afghanistan Center for Peace and International Studies (ACPIS) strongly condemns the incident of November 26, 2025, in Washington, D.C., in which two members of the U.S. National Guard were targeted.
The disclosure that the attacker was a national of Afghanistan has caused deep concern within the broader immigrant community from Afghanistan across the United States. For many years, the fate of the people of Afghanistan has repeatedly been held hostage by the decisions and actions of a small extremist minority, while the overwhelming majority has borne the consequences.
The current crisis in Afghanistan, particularly since 2021, is a result of extremist and terrorist ideologies promoted by a limited group. These conditions have forced thousands of individuals from Afghanistan to flee their country in search of safety, security, and a life free from violence.
Regrettably, the persistence of such extremist mindsets beyond the country’s borders now threatens to negatively affect the lives of tens of thousands of immigrants in the United States, individuals who had no role in creating violence or instability and who have consistently opposed any form of extremist or violent behavior.
ACPIS firmly emphasizes that violence has no legitimacy anywhere in the world, under any religion, ideology, or justification. Those who commit acts of violence must be held individually accountable for their actions.

در جنوب آسیا، با اشغال افغانستان توسط طالبان در اگست ۲۰۲۱، رویدادهایی به وقوع پیوست که تنها تعداد اندکی آن را پیش‌بینی کرده بودند. از مهم‌ترین این رویدادها، تقویت روابط هند با گروه طالبان است؛ کشوری که طی بیست سال جمهوریت از حامیان اصلی آن بود و با خروج آمریکا از افغانستان مخالفت داشت.
زمانی که طالبان در سال ۱۹۹۶ برای نخستین بار کابل را اشغال کردند، هند سفارت خود را در کابل مسدود و روابط دیپلماتیک را با طالبان که آن‌ها را به عنوان گروهی تروریستی با برداشت‌های افراطی می‌دید، قطع نمود. با سرنگونی طالبان در سال ۲۰۰۱، هند نخستین کشوری بود که سفارت خود را در کابل بازگشایی و حکومت جدید را به رسمیت شناخت. در جریان دو دهه جمهوریت، حضور هند در افغانستان بسیار گسترده بود و همکاری‌های توسعه ‌ای بالغ بر دو میلیارد دلار به افغانستان ارائه کرد که از جمله بزرگ ‌ترین دستاوردهای آن می‌توان به بند سلما (بند دوستی افغانستان و هند)، اعمار ساختمان پارلمان و پروژه سرک زرنج-دلارام اشاره کرد.
