WHERE CONGRESS GETS THE OVERSIGHT AUTHORITY FROM

While the Constitution does not explicitly create Congressional oversight powers, the authority rests in the Necessary and Proper Clause. The Necessary and Proper Clause is found in Art. 1 § 8, cl. 18 of the U.S. Constitution and gives Congress the authority to pass laws needed to carry out its other enumerated powers.

The Supreme Court has placed guardrails on the the Constitutional power. In Kilbourn v. Thompson (1880), the Supreme Court held that Congress can only use its investigative power when it is connected to a valid legislative task. In McGrain v. Daugherty (1927), the Court affirmed that the Congressional power of inquiry was an essential piece of the legislative function.

🔥 Did you know? Fire Prevention Week is the nation's oldest public health observance to still be occurring!

Declared by President Calvin Coolidge in 1925, Fire Prevention Week is observed annually during the week of October 9th in remembrance of the Great Chicago Fire of 1871.

For more than a century, Fire Prevention Week has helped raise awareness about fire safety, educate communities, and prevent fire-related injuries and deaths.

🚒 101 years alter, the mission remains the same - saving lives through fire prevention and education!
