The House on Thursday approved Rep. Paul Ryan's (R-Wis.) fiscal 2013 budget on a partisan 228-191 vote. The budget blueprint would dramatically reshape the tax code, overhaul Medicare and lower the spending cap agreed to in last year's debt limit agreement.
