Welcome to the April 2026 edition of the Solvency ii Association newsletter.

It highlights developments that directly impact the implementation of Solvency ii, as well as other laws and regulations where Solvency ii knowledge is highly relevant and valued.

It can be accessed securely at the Reading Room of the Association.

In response to hybrid threats and the systematic misuse of hyperlinks by malicious actors, we have implemented a strict no URL policy for social media communications.

Malicious actors frequently copy legitimate social media posts and republish them with the original links replaced by attacker controlled URLs. Because the text, branding, and timing closely mirror the original message, the altered post appears to originate from a trusted source. Attackers often use fake profiles posing as colleagues or senior executives, which further reinforces credibility. In such cases, the link is perceived as trustworthy. This exploitation of trust significantly increases the likelihood of successful compromise.

Amendments to Solvency II rules.

The amendments to the Solvency II Delegated Regulation aim to:

1. Encourage long‑term investments by removing barriers that may prevent insurers from financing EU businesses and EU strategic priorities, including the green transition, innovation, security and defence. This is achieved by adjusting overly conservative capital requirements on assets such as equity and securitisations and for insurers’ investments alongside public funds, supporting the savings and investments union agenda.

2. Increase investment capacity by making the valuation of long‑term liabilities less volatile and more predictable, through changes to the risk margin and the ‘long‑term guarantee measures’ (see below). This will facilitate long‑term planning of underwriting and investment activities by insurers. While the actual impact depends on insurers’ investment choices, there is a clear expectation that the additional capacity will be channelled towards investments in the real economy.

3. Preserve the insurers’ ability to offer long‑term life insurance products with guarantees.

4. Reduce administrative burden by streamlining reporting requirements, removing overlaps with other EU rules, and making the framework more proportionate for insurers with simpler business models.
