หายกันไปนาน... วันนี้ เรามาทำความเข้าใจกับโครงการที่น้องๆ คนไทยกำลังศึกษาวิจัยกันดีกว่า ว่าในปีนี้พวกเขาต้องศึกษาวิจัยอะไร และมีความสำคัญอย่างไร
"แม่น้ำโขงเป็นแม่น้ำสายสำคัญในภูมิภาคเอเชียตะวันออกเฉียงใต้ โดยไหลผ่านประเทศต่างๆ 6 ประเทศ มี ประเทศจีน ประเทศพม่า ประเทศลาว ประเทศไทย ประเทศกำพูชา และประเทศเวียดนาม ประเทศในบริเวณลุ่มแม่น้ำโขงตอนล่างได้มีการรวมกลุ่มพันธมิตรเพื่อร่วมกันพัฒนาพื้นที่ดังกล่าวเพื่อประโยชน์ของกันและกัน
ในพื้นที่กว่า 2.5 ล้านไร่ส่วนใหญ่ ส่วนใหญ่เป็นพื้นที่เพาะปลูกข้าวซึ่งเป็นพืชที่สำคัญที่สุดในทวีปเอเชีย ระบบเกษตรที่ขึ้นอยู่กับน้ำฝนจากธรรมชาติเป็นมีความสำคัญมากที่สุดในพื้นที่นี้ นาข้าวไม่เพียงแต่เป็นพื้นที่ผลิตอาหารของโลก แต่ยังมีหน้าที่สำคัญอื่นๆ เช่น การบรรเทาน้ำท่วม การป้องกันหน้าดินทลาย และ เป็นส่วนหนึ่งของการประมง นอกจากนี้ เกษตกรยังสามารถปลูกพืชอื่นๆ เช่น มันสำปะหลัง อ้อย ถั่วเหลือง ฯลฯ
อย่างไรก็ตาม ฤดูแล้งที่เกิดก่อนหน้าฤดูมรสุนมักจะมีความรุนแรงและเป็นปัญหาสำหรับชาวประมงและเกษตร โดยเฉพาะในช่วงไม่กี่ปีที่ผ่านมา แม่น้ำเหือดแห้ง น้ำดื่มก็หายาก สถานการณ์นี้หนักหน่วงกว่าที่ผ่านมา
สถานการณ์ปัจจุบันนี้ส่วนหนึ่งเป็นผลมาจากปรากฎการณ์เอลนีโญซึ่งส่งผลกระทบต่อสภาพอากาศทั่วโลก อย่างไรก็ตาม สถานการณ์สภาพอากาศในปัจจุบันทำให้หลายๆ คนเชื่อว่า ปัญหาสิ่งแวดล้อมในอนาคตอาจจะรุนแรงกว่านี้ ปัญหาการเปลี่ยนแปลงของสภาพอากาศของโลกจะยิ่งทำให้ภัยแล้งในเขตลุ่มแม่น้ำโขงตอนใต้ทวีความรุนแรงมากยิ่งขึ้น นอกจากนั้น ยังมีโครงการเขื่อนขนาดใหญ่ในอนาคตซึ่งอาจจะยิ่งทำให้สถานการณ์เลวร้ายขึ้นอีก
วัตถุประสงค์หนึ่งของโครงการศึกษาวิจัยนี้ คือ เพื่อพัฒนาความสามารถในการสำรวจโลกและการพัฒนาการตัดสินใจที่เกี่ยวข้องกับความมั่นคงทางอาหารและการบริหารจัดการภัยแล้งในเขตลุ่มแม่น้ำโขงตอนล่างขององค์การ NASA
เป้าหมายของโครงการนี้คือการพัฒนา Scaled Drought Condition Index (SDCI) หรือตัวชี้วัดสภาพแล้ง โดยเก็บข้อมูลจากดาวเทียมเพื่อการสำรวจโลก (Earth Observing - EO) ต่างๆ เช่น Tropical Rainfall Measuring Mission (TRMM), Global Precipitation Measurement (GPM), and Moderate Resolution Imaging Spectroradiometer (MODIS) และนำข้อมูลนั้นมาใช้ในการคาดการในอนาคต และพัฒนาการตัดสินใจต่างๆ หน่วยงานที่ให้ความร่วมมือจะได้รับแผนที่และรหัสคอมพิวเตอร์ที่สามารถนำมาใช้ประโยชน์ในอนาคตได้"

The Mekong River is located in Southeast Asia. With its headwaters in the Tibetan Plateau, the river flows approximately 4,900 kilometers on its way to its delta, located in Cambodia and Vietnam, before emptying into the South China Sea. The basin includes the Tonle Sap, a large freshwater lake located in the lower part of the basin that is both a biodiversity hotspot, as well as the center of the world’s most productive inland fishery. The major focus and greatest benefit of the partnership in this region will be in the lower Mekong, defined as the reach from where the river crosses the southern Chinese border to the sea, an area home to more than 60 million people.
The Mekong spans six countries including China, Myanmar, Lao People’s Democratic Republic (Laos), Kingdom of Thailand, Cambodia, and Vietnam. Primary engagement will be in the lower Mekong Basin, which consists of Laos, Thailand, Myanmar, Cambodia, and Vietnam—an area where the partnership feels there is the greatest potential to influence future development.
Over 10 million hectares of cultivated land are dedicated to rice production. Rice is the most important crop in Asia, and rain-fed cultivation is the most prevalent irrigation method throughout the basin (The Mekong River Commission, 2015).
Rice paddy fields are not only a key source of subsistence food, but serve many other functions such as flood mitigation, soil erosion control, and fishery production. Cassava, sugar cane, soybean, and maize are grown in all Mekong countries, but these crops do not compare with rice in terms of production, yield, and significance as a local food source (The Mekong River Commission, 2015).
For the lower Mekong river basin region, the dry months before the monsoon rains arrive are often tough for fishermen and farmers, but with rivers drying up and drinking water running out, conditions have rarely been as bad as they are now (The Mekong River Commission, 2015).
The current drought is linked to El Niño, which has been disrupting weather patterns around the world, but the harsh conditions today might only be foreshadowing far worse to come. Climate change will continue to affect the Mekong River Basin region, while future droughts are expected to be exacerbated by a string of major hydropower dam projects (Jennifer Rigby, 2016).
The objective of this project is To build capacity in NASA Earth observations and improve decisions regarding food security and drought management within the lower Mekong River Basin.
The goal of the project is to create The Scaled Drought Condition Index (SDCI). The Scaled Drought Condition Index (SDCI) are obtained from a process of data that come from various Earth Observing (EO) satellites such as Tropical Rainfall Measuring Mission (TRMM), Global Precipitation Measurement (GPM), and Moderate Resolution Imaging Spectroradiometer (MODIS)to build capacity in NASA Earth observations and to improve decisions regarding food security and drought management within the lower Mekong River Basin. Project partners received a time series map and a python script for future processing.
