Goodwill Anniversary Visits (every 5 years)
Each April, Torrance sponsors the Bunka-Sai, Japanese Cultural Festival, at the Torrance Cultural Arts Center.

General information
The sister city relationship between Torrance and Kashiwa, Japan, was formally established on February 20, 1973 when then-mayors Ken Miller and Ryotaro Yamazawa signed the affiliation papers.
The Torrance Sister City Association became an independent, nonprofit organization in 1976. It is governed by a 15-member volunteer Board of Directors, supported by volunteer members. TSCA works closely with the City of Torrance, through which it receives an annual grant.
