In the February/March 2026 edition of the AARP magazine, the article titled “Mexican Drug Cartels Turn to Timeshares” retells the story of an individual who bought a timeshare back in 1996. When the timeshare became too much of a burden, and someone offered to buy it in 2022, the owner jumped at the chance. He signed the contract with the escrow company, but then the broker asked the owner to pay a property transfer fee for the deal to close. The buyer agreed to reimburse the fee, so the timeshare owner paid it. He saw his escrow account credited.

This pattern repeated itself over the next several months, and the owner paid the fees to sell the unit and get out of the timeshare. He paid about $900,000 in total. When the broker asked for additional money, the owner said he didn’t have it and was told to take out a second mortgage on his own. He finally hired a lawyer who told him the $900,000 has been stolen.

This tactic, according to the AARP article, is a favorite of the Jalisco New Generation cartel (CJNG) in Mexico, which set up high-rise call centers with cartel members to scam U.S. citizens.

The DOJ Targeting Cartels in Timeshare Defrauding Schemes of U.S. Citizens
According to the U.S. Treasury Department (DOJ), timeshare fraud in Mexico has plagued American victims for decades, costing them hundreds of millions of dollars while enriching criminal organizations such as CJNG. Over the past three years, components of the Treasury Department, including the Office of Foreign Assets Control (OFAC) and the Financial Crimes Enforcement Network (FinCEN), have undertaken a sustained effort to expose and counter this threat. These efforts have increased awareness and led to enhanced reporting of suspicious activity by U.S. financial institutions. In addition to Treasury’s actions, Department of Justice investigations have resulted in recent indictments for timeshare fraud schemes by CJNG members.

In February, OFAC sanctioned a timeshare fraud network led by the CJNG. The action targets Kovay Gardens, a Mexican timeshare resort, as well as five Mexican individuals and 17 Mexican companies associated with the network. Many of these individuals and entities are based in or near Puerto Vallarta, a popular tourist destination that also serves as a strategic stronghold for CJNG, according to a DOJ press release.

Over $300 Million Defrauded Over Five Years
According to the FBI, timeshare fraud schemes in Mexico, often linked to organized crime groups, have defrauded U.S. victims of hundreds of millions of dollars, with reported losses nearing $300 million between 2019 and 2023 and over $50 million in 2024 alone—figures likely understated due to underreporting. These sophisticated, long-running scams target timeshare owners, frequently older Americans, using English-speaking call centers and stolen owner data obtained from insiders. Posing as brokers, attorneys, or financial professionals, scammers lure victims into resale, rental, or investment schemes that require upfront “fees” and “taxes” and yield no returns. Victims are often re-targeted through follow-on scams, including fake legal recovery services or impersonated government officials demanding additional payments. The schemes can persist for years, causing severe financial and emotional harm while generating significant revenue for criminal organizations.

Beware of scams out there when looking to sell your timeshare. Do not speak to unsolicited callers claiming they can sell your timeshare for free.
