This is called "teaching to the test". This was true when Calvin and Hobbes was written in the 1980s and '90s and it is still is today, and now many schools are now pushing testing harder than ever. They need the tests for their data, which they need for their funding from the state. The important thing for them is that there is improvement shown. But it's not even accurate data as the students get so tired of testing, they rush and guess. Test taking skills is not the same as critical thinking skills. However, there are now also more options for school choice as well, some that don't have such a heavy focus on testing.
