A somewhat informative webinar outlining HomeStar legislation and California's entry into energy efficient design and selling it. BPI (Building Performance Institute) speaker Tiger Adolf is particularly knowledgable. New York's program seems to be slow starting and they really really want to avoid that in California.
Basically, for California, it seems 2008 Standards for California Title-24 will not anytime soon utilize HERS II raters and will be fielding BPI certified technicians instead.
