With TWC, HHSC, DFPS, and TEA now sitting at the same table, Texas is finally acknowledging what the field has known all along: child care can’t function with siloed guidance and inconsistent expectations.

At PrimeTeach, we’ve been preparing for this shift. Every pain point that surfaced in public testimony — staffing shortages, unpredictable compliance requirements, uneven professional development access, and the strain on small centers — lines up directly with the problems we are committed to solving.
