Governor Gavin Newsom proposed state budget includes potentially harmful statutory changes to the new K-2 universal reading screener policy (SB 114).

If passed, schools will be prohibited from screening students for reading challenges until the 46th day of school for kindergarten and the 91st day for grades 1-2.

❌ This doesn't align with evidence-based practices

❌ A majority of the state-approved screener tools are designed for beginning-of-year administration

❌ 0 of 43 other states requiring universal screening have grades 1 or 2 restrictions, and only 3 have restrictions on kinder

❌ It is premature to impose changes that could undermine the benefits of screening before analyzing first-year implementation data

More than 750,000 students in California are being taught by unqualified teachers, and the majority are from low-income communities.

The Golden State Teacher Grant Program is proven to help bring more new teachers into the pipeline and into our highest-need schools.

EdVoice strongly supports Governor Gavin Newsom proposal to modernize the state's K-12 education governance structure by placing the California Department of Education under the State Board of Education and appointing an Education Commissioner to manage both. This long-overdue change would increase oversight, role clarity, and results across California's public education system.

Last week, several partners joined us in Sacramento to advocate for the Golden State Teacher Grant (GSTG), a financial incentive program that helps teacher candidates earn their credentials in exchange for a commitment to teach in a high-needs schools for a number of years.

IT'S A WIN-WIN!

But, GSTG will end this year unless Governor Gavin Newsom adds funds to the state budget. Thousands of educators and hundreds of thousands of students benefit from this program. It must be saved.
