WELCOME PICNIC:

The Office of International and Cultural Affairs hosting its annual New International Student Welcome Picnic 2:30-5 p.m. Thursday, Aug. 11, at Schuman Park’s lower pavilion, located between Oak and 14th streets. This is an effort to make new friends and enjoy an afternoon of food, music, sports and prizes. For more information, email Richie Myers or Michele Warren.

On March 11th the Department of Homeland Security published new regulations for F-1 STEM (Science, Technology, Engineering, and Mathematics) OPT (Optional Practical Training) work permission. The new regulations became effective on May 10, 2016. In summary, key aspects of the new regulations consist of the following:

(1) STEM extension is increased to 24 months from 17 months previously. That means that total OPT time is 36 months (12 for the original post completion OPT benefit and 24 months for the STEM extension).

(2) There is a second STEM extension after a student completes a subsequent higher STEM degree. The new 24-month extension permits students to have two STEM extensions in their lifetimes based on two separate STEM eligible degrees. For example, if a student has received a STEM extension for a BS degree, and then complete a higher degree in a STEM field, the student will qualify for a second STEM extension in the higher degree field

(3) STEM extensions may be based on a previous degree. In short, if a student has never applied for the STEM extension for a lower STEM- based degree, the student can qualify for a STEM extension as long as he is eligible for post-completion OPT for the new non-STEM based degree. Please review the number 4 criteria below to determine if you qualify for a STEM extension based on a previous degree.

(4) The limit on unemployment has been expanded from 30 days to 60 days for the 24-month STEM OPT extension period.
Consulting, self-employment and volunteering do not qualify as eligible employment for STEM. NAFSA-81 FR 13079 – ā€œThere are several aspects of the STEM OPT extension that do not make it apt for certain types of arrangements, including multiple employer arrangements, sole proprietorships, employment through ā€œtempā€ agencies, employment through consulting firm arrangements that provide labor for hire, and other relationships that do not constitute a bona fide employer-employee relationship.ā€

(5) I-765 filing deadline is increased to from 30 to 60 days after the Designated School Official’s (International Student Advisor’s) recommendation on the OPT I-20.

(6) A new Form I-983 Training Plan is required to be completed by the OPT STEM extension employer in order to qualify both the student and the employer for STEM OPT eligibility

CHANGES TO I-20 FOR INTERNATIONAL STUDENTS:

(1) A more visible SEVIS ID number, school and program of study for the student.
(2) A better separation of the student’s information from the dependent(s) information.
(3) Expandable field boxes that display information about cap gap extension, change of status, event history and other authorizations.
(4) General design improvements that include moving the instructions to the third page of the Form I-20, as well as the removal of the barcode, and the blocks for visa and port of entry information.
(5) The new Request Mass Reprint functionality that allows DSOs to reprint Forms I-20 for multiple students at a time.

Dear International Students,
This Saturday is Celebration of Nations! Hosted by our Office of International and Cultural Affairs, this day is set aside to celebrate our diversity and for students and community members to showcase their culture.
The day will kick off with a parade at 11 am beginning at the edge of campus, running down Rolla Street, up Pine St. and ending near the Band Shell on 9th street. Many students and community members will march in the parade carrying their nation’s flag, some wearing traditional clothing from their home. Make sure your country is represented at this awesome event.
Following the parade, take some time to enjoy the live music, dance and the International Idol contest. Spend time visiting booths and tents of organizations, some of who will displaying items and foods from around the world. The air will be filled with the smell of delicious foods so be sure to bring your appetite and some cash.

Attendance at the festival and parade is free. It’s a great event for the whole family. Kids can pick up a ā€œpassportā€ and have it stamped by representatives from various countries. There will be a kid’s corner where kids can play games, dance with the Parai team, play on inflatables, and get their faces painted.
