Effective April 2, 2026, a new Department of Defense (DoD) directive significantly expanded the ability for service members to carry personal fi****ms on military bases. While a 2016 policy technically allowed personnel to apply for permission, it was rarely granted in practice. The new 2026 memo shifts the burden of proof, directing base commanders to presume approval for requests made for personal protection.

Evolution of Carry Policies on Military Bases
• 1992–1993: Strict Prohibition: Under the George H.W. Bush and Clinton administrations, strict regulations were implemented that effectively banned military personnel from carrying personal fi****ms on bases, restricting armed status primarily to law enforcement and security personnel.
• 2011: Off-Base Protections: The National Defense Authorization Act (NDAA) for Fiscal Year 2011 limited the authority of commanders to restrict the possession of fi****ms by service members living off-base.
• November 2016: Discretionary Authority: Following several active-shooter incidents, the DoD released Directive 5210.56, which authorized base commanders to grant permission for personnel to carry privately owned fi****ms for personal protection. However, this was not a blanket right; it required individual applications and was frequently discouraged by high-ranking military leadership.
• April 2026: Presumption of Approval: Defense Secretary Pete Hegseth signed a memo on April 2, 2026, that overhauled the previous system. Under this current policy:
o Commanders are directed to approve requests with the presumption that carry is necessary for personal protection.
o Any denial by a commander must now be issued in writing with a detailed explanation.
o Personnel must still register their fi****ms and comply with federal and state laws.

General Requirements for Carry Permission
Even with the 2026 change, carrying a concealed weapon on base typically requires meeting several standard criteria established in the 2016 and 2026 frameworks:
• Age: Applicants must generally be at least 21 years old.
• Clean Record: Individuals must not be subject to past or pending disciplinary action under the Uniform Code of Military Justice (UCMJ) or civilian criminal law.
• Training: Completion of approved military or civilian fi****ms safety training is typically required.
• Concealment: The weapon must be completely concealed whether the individual is in civilian clothes or a military uniform.
• Prohibited Areas: Carry remains prohibited in specific sensitive areas, such as military police buildings
