[English Translation Below] Hiện nay, việc ứng dụng dữ liệu lớn (Big data) và công nghệ trí tuệ nhân tạo (AI) để xây dựng và quản lý bất động sản đã trở thành xu hướng chung. Hệ thống dữ liệu trong ngành bất động sản là một hệ thống phức tạp và đồ sộ. Việc lưu trữ, khai thác và phân tích nguồn dữ liệu này ngày càng hiệu quả, giúp minh bạch hóa các dữ liệu của bất động sản một cách nhanh chóng và chuẩn xác trong thời gian thực.
Nhìn sang Singapore, thuộc nhóm các thị trường bất động sản đắt đỏ nhất không chỉ ở Châu Á mà còn trên thế giới, chúng ta thấy việc sở hữu bất động sản của người dân Singapore về sở hữu nhà ở hiện lên đến 91%, tỷ lệ cao nhất trên thế giới. Đây là kết quả của chính sách quản lý đặc biệt và có những can thiệp trực tiếp của Chính phủ vào thị trường bất động sản. Với định hướng phát triển đô thị hóa được quy hoạch từ rất lâu, Singapore đã xây dựng bộ dữ liệu vô cùng lớn về thị trường. Dữ liệu về bất động sản tại Singapore được công bố công khai và cập nhật liên tục tại các cổng thông tin của chính phủ, trong đó toàn diện nhất là cổng thông tin của Cơ quan tái phát triển đô thị (URA). URA còn cung cấp thông tin về các quy hoạch bao gồm concept plan (giai đoạn dài hạn 40-50 năm) và master plan (giai đoạn trung hạn từ 10-15 năm) cho các khu đất với các mục đích sử dụng khác nhau.
Nếu như ở Singapore có dịch vụ Intergrated Land Information Service (INLIS) là dịch vụ thông tin phải trả phí với các thông tin chi tiết về bất động sản (bao gồm thông tin về người sở hữu, thông tin hình ảnh về tài sản, lịch sử giao dịch, quy hoạch hiện hữu...) thì ở Việt Nam hiện chưa có, và có thể phải hàng chục năm nữa mới có thể có dịch vụ hữu ích này đúng nghĩa và đầy đủ thông tin. Tương tự, Singapore Land Authority (SLA) là tổ chức giữ vai trò duy trì và phát triển hệ thống dữ liệu về thông tin đất đai của quốc gia, bao gồm các thông tin không gian địa lý, phạm vi khu phố và các dữ liệu như quyền sở hữu đất, tiện ích, dữ liệu nhân khẩu học tại khu vực v.v...
Với một hệ thống cơ sở dữ liệu toàn diện, chính phủ Singapore và các đơn vị tư nhân đang khai thác hiệu quả nguồn dữ liệu này trong nhiều hoạt động khác nhau. Điển hình như ERA Realty Network (ERA) đã giới thiệu ứng dụng iERA cho phép nhân viên bán hàng xem các báo cáo xu hướng thị trường theo thời gian thực, giúp họ cung cấp thông tin về bất động sản trong thời gian thực chính xác nhất đến khách hàng. Thingking Machines, một công ty tư vấn công nghệ dữ liệu hàng đầu, sử dụng mô hình máy học dựa trên các tính năng không gian địa lý có mã nguồn mở của URA, Openstreetmap để dự đoán giá BĐS ở Singapore với độ chính xác đến 87%.
Rõ ràng với việc ứng dụng công nghệ thông tin bài bản từ rất lâu đã xây dựng cho Singapore một cơ sở dữ liệu lớn rất có giá trị thực tiễn. Các thẩm định viên của Singapore có vẻ thoải mái hơn và ít rủi ro hơn, nhờ vào việc sử dụng dịch vụ hệ thống thông tin dữ liệu lớn về bất động sản. Điều này không chỉ minh bạch hóa thị trường bất động sản mà còn ngăn chặn gian lận và lợi dụng chính sách đất đai. Sự tiến bộ đặc biệt quan trọng là việc sử dụng phần mềm tính toán với thuật toán thông minh, công bằng, không bị ảnh hưởng bởi quyền lợi vật chất, tinh thần. Tính thực tế cao của quy trình định giá, đặc biệt là việc thống kê thông tin giá thị trường, có ý nghĩa quan trọng cho kết quả thẩm định giá ở bất cứ thị trường nào. Hầu hết các thẩm định viên trên thế giới ngày nay đều sử dụng công nghệ thông tin để tối ưu hóa nhiệm vụ của mình.
Ở Việt Nam việc ứng dụng khoa học công nghệ nói chung còn khá hạn chế và mới chỉ có một số ít doanh nghiệp thẩm định giá đã xây dựng phần mềm hỗ trợ thẩm định giá. Một trong những hạn chế lớn nhất hiện nay trong lĩnh vực thẩm định giá tài sản là Việt Nam chưa có một tập hợp dữ liệu đủ lớn về giá tài sản nói chung, giá bất động sản nói riêng có độ phủ rộng toàn quốc. Hy vọng một ngày không xa, ở Việt Nam cũng sẽ có giải pháp công nghệ thông tin phù hợp, ứng dụng khoa học công nghệ AI để thẩm định giá.
Với tinh thần đổi mới, các doanh nghiệp thẩm định giá, các thẩm định viên về giá ở Việt Nam nếu muốn phát triển bền vững, hạn chế rủi ro thì chắc chắn cần phải nhanh chóng thay đổi cách làm cũ, ứng dụng khoa học công nghệ để thực hiện toàn bộ hay một số nội dung nghiệp vụ của mình.

Shifting our focus to Singapore, renowned for being among the most exorbitant real estate markets globally, not only in Asia, we observe that the proprietorship of real estate by Singaporean citizens stands at an impressive 91%, representing the highest ownership rate globally. This outcome is attributed to meticulous governance policies and direct governmental interventions in the real estate market. Capitalizing on modern technology and meticulous urban development planning dating back many years, Singapore has cultivated an extensive and invaluable database concerning the real estate market. Real estate data in Singapore is diligently disclosed and continually updated through governmental portals, with the Urban Redevelopment Authority (URA) portal being the most comprehensive. URA provides detailed information on plans, encompassing the concept plan (spanning 40-50 years) and the master plan (spanning 10-15 years) for diverse land purposes.
While Singapore boasts the fee-based Integrated Land Information Service (INLIS), furnishing comprehensive real estate information, including ownership particulars, property visuals, transaction histories, and extant planning details, Vietnam presently lacks such a service. It may well take several years before a similarly robust and comprehensive information service is established. In Vietnam, the application of technology remains relatively constrained, with only a select few appraisal entities developing software to support valuation processes. A noteworthy constraint within the current landscape of property valuation in Vietnam is the absence of an adequately extensive dataset encompassing property prices on a nationwide scale. It is hoped that, in the foreseeable future, Vietnam will devise an apt information technology solution, integrating AI technology for property valuation.
Embracing an ethos of innovation, appraisal enterprises and professionals in Vietnam, aspiring toward sustainable development and risk mitigation, unequivocally necessitate expeditious transformations in their conventional methodologies, embracing information technology for the comprehensive ex*****on of their professional responsibilities.
