Dr. Carter of Avera Granite Falls Health Center was honored with the 2026 National Rural Health Association Outstanding Educator Award for his lifelong dedication to rural medicine, clinical excellence and emergency care education.
As cofounder of the Comprehensive Advanced Life Support (CALS) program, Dr. Carter has helped prepare countless rural health professionals to respond confidently to life-threatening emergencies — impacting trauma care across the country and beyond.
