Note that the Governor's reopening plan requires that the County in which the District is located must have an infection rate of less than 28 people out of 100,000. LA County is currently at 140.3 per 100,000 and rising. Do you think it's fair to use this standard in one of the most populous, most diverse and most geographically spread out Counties - that being Los Angeles County?
