Re-elect Leroy Lukinbill - Noble School Board My name is Leroy Lukinbill. I was first elected in 2015, and currently serve as the Board President. My wife, Billie, is a registered nurse and a Lt.

I am seeking the support from the citizens of Noble and surrounding communities in the upcoming election on April 1st for my re-election to Office #5 of the Noble School Board. I graduated from Noble High School in 1982 and later obtained an Associates Degree in Municipal Fire Protection from Oklahoma State University. I also have five siblings that graduated from Noble Public Schools. I have resi

ded at the same residence in the southern part of the district for 42 years. In 2015, after 30 years of service, I retired at the rank of Captain from the Norman Fire Department. Colonel in the United States Army Reserve with 34 years of service, currently active duty Deputy Surgeon for the 377th Theater Sustainment Command. She also taught in the nursing program for Mid-America Technology Center for 8 years. She is from Perkins, Ok, and graduated as a 13-year senior and has a Masters degree in nursing education. Our son also graduated from Noble High School as a 13-year senior and is currently a Sergeant in the United States Army. Education should empower kids, build character and confidence, and open doors that will lead to success. Public education has opened a lot of doors for my family. I am a firm believer in public education and especially Noble Public Schools! The success of Noble Public Schools is vital to our community, our employees and most importantly the 3000 (and growing) students we serve. As an alumnus of Noble, and parent, I represent a common perspective of the concerns about the future of our youth and our district. I believe a school board member must have the interest of every child in mind and have a vision that doesn’t get bogged down on internal issues or personal agendas, but focuses outward. My extensive leadership experiences, long history of public service,10 years of Board member experience, and many hours of board member training will continue to aid me in making fiscally and academically responsible decisions, building trust and accountability, and fostering relationships with staff, fellow board members, and the community. I will continue to bring integrity, honesty, transparency, professionalism, and a positive attitude to Office #5. My focus will continue be on long and short term goals, policies, and solutions representative of our community and unique to our district that:

Provide a safe environment for learning and teaching
Focus on improving academic achievement and growth for all students
Adopt a fiscally responsible budget
Provide administration and staff the best possible resources and support to do their job
Evaluate the strengths and weaknesses of the district and make progressive changes
Provide extracurricular activities that meet the needs of our students and are successful
Maintain current facilities and plan for responsible growth
Strengthen the relationship of the district, the parents, and the community

As a district, our focus has to be a school system that provides what our students need to be successful. We have to continue to adapt and evolve to meet those needs. We must continue to address current issues such as mental health, chronic absenteeism, and technology while planning for long term sustainability and growth. As an alumnus and long-time resident of the district, I am proud of the progress and achievements that have been made and I look forward to the challenge of continuing the development of a quality school system that the kids of Noble deserve! Honored to Give Back to the Community That Raised Me -

Serving as a board member of Noble Public Schools is more than just a leadership role—it’s a privilege and a responsibility that I do not take lightly. I grew up in this district, walked the same hallways as our students today, and graduated from Noble High School alongside my five siblings. My own child is also a proud 13 year Noble graduate.

I am grateful for the teachers, mentors, and community members who invested in me. Their dedication helped shape who I am today. Education should empower kids, build character and confidence, and open doors that will lead to success. I am humbled to have been trusted by Noble voters to serve on the NPS Board of Education over the past 10 years and honored to be your current Board President.

When it comes to leading Noble Public Schools, experience matters—but so does deep-rooted investment in our community. I am a lifelong resident of Noble, a proud 1982 graduate of Noble High School, and one of six siblings who all walked across that same stage. My own son is also a Noble graduate, and our family’s history here spans generations.

I bring to the table a longstanding loyalty and commitment to Noble. This isn’t just where I live—it’s my home, my community, and my family. I know firsthand the values that make Noble special: family, community, loyalty, and tradition. Those aren’t just words; they are the foundation of strong schools and a bright future for our kids.

From the Firehouse to the Schoolhouse

For 30 years, I had the honor of serving as a fireman and first responder—answering calls in the face of crisis, leading teams through challenges, and working to protect and serve my community. Now, as a member of the NPS Board of Education, I find that those same values of service, leadership, and teamwork are just as critical in education.

In both roles, it’s about putting people first—whether it’s a family in need during an emergency or ensuring our students, teachers, and staff have the resources and support they deserve. Leadership in crisis, problem-solving under pressure, and a deep commitment to the well-being of others are skills I carry with me every day as we work to build a stronger future for our schools.

Proud to serve my hometown community every day and grateful for the lessons that continue to guide me.
