SAY NO TO NMC BILL.
Explanation:
Excerpt of speech by Shri Jayram Ramesh against the movement of NMC bill in Rajya Sabha.
"The intention of the bill is noble but the content is dangerous."
NOTE: These are actual words said by Shri Ramesh which I have merely summarized for easy accessibility and circulation among those who want to know what is wrong with the bill and why itβs acceptance is facing such outrage by the doctors. I am excluding the political and constitutional aspect of the bill.
Clause 10.1.i.: Supporting βprivatizationβ of medical education.
It says - The bill will frame guidelines for determination of fees and all other charges in respect of 50% of seats in Private Medical Colleges. Out of 76K MBBS seats, 40K are in Govt Medical Colleges and 36K are Private (30K are in Private Medical Colleges(PMCs) and 6K are in Deemed Universities) Today the fees of the PMCs are regulated by the State Govt but this bill will open flood gates for privatization of medical education.
And hence, medical education would no longer be accessible to all, it would be the rich, the people who could pay ridiculously high prices for the seats that would get the seats.
(The irony is, most of these individuals would then go and practice in foreign countries.)
βI do not believe in privatization of medical education. Medical education is the responsibility of the state, the govt, it is a constitutional obligation. 75% of the seats are already regulated by the state, then why are you disturbing the regulated seats. And what do these frame guidelines mean?β
Clause 14&15: Exit exam. No proper clarification to the nature of it.
What is this exam? Medical is not Engineering. Engineering final exams are MCQ based but in medicine we need to have clinical knowledge. Only theoretical knowledge wonβt be enough and if this exit exam is just MCQ based without any clinical component then whatβs the point?
Section 32: Institutionalizing βquackeryβ.
It was not in the bill that was proposed in the standing committee.
This section creates a new cadre of health works, which basically means that anyone who is even slightly related to the medical fraternity including a chemist, compounder, nurse, lab technician, will be allowed to practice modern medicine and would be known as community health provider.
And therefore, this bill should not be passed without amending these clauses.
