Social Citizenship Theory includes several elements beyond the basics. Things like:

Participation (beyond voting)

Autonomy (understanding the reasoning of others and monitoring government)

Solidarity (helping others)

Social Order (serving government when called upon)

These elements distinguish “obligatory citizens” from “good citizens”.

For more on Citizenship Theory, see work by scholar Russell Dalton.
