In an ironic twist of fate, Colombia has legalized many aspects of ma*****na production, exportation, sales and use, demonstrating government and legislative innovation, and putting the rhetoric of the drug war into the ash heap of history. I had an opportunity to comment on this new development for the Inter-American Dialogue’s Latin America Advisor and I invite you to review the thoughts of several experts in the field of drug policy regarding this development. Please see this link for an enlightening discussion:

The Numbers Game, everybody plays with statistics to support their cause, whether its to get promoted, get more money in the budget, or get elected. Please see my comments in this Texas Tribune article that objectively questions the actions taken by the Texas state government in the name or border security.

Arrests of U.S. citizens hundreds of miles from the border. Claiming drug busts from across the state. Changing statistics. The data that Texas leaders use to boast about Operation Lone Star raise more questions than answers.

I was interviewed this week by the Epoch Times about the future of he**in production in Afghanistan, now that the Taliban has returned to power. The outlook is bleak. He**in production will likely increase in Afghanistan, a direct threat to the European Union. In addition, the Taliban, ISIS-K and other terrorist organizations will use proceeds from the sale of Afghani he**in to obtain one of many Weapons of Mass Destruction, formerly known as ABC threats (Atomic, Biological and Chemical) by now adding "D"or drugs to their WMD arsenal and continuing to wage asymetric warfare against the U.S. Please see my comments in this article.

With the Taliban’s takeover of large swathes of Afghanistan, the group is poised to take control of the ...

Happy to promote a book by a friend and colleague at the Small Wars Journal that contains a curated collection of Illicit Tactical Progress: Mexican Cartel Tactical Notes 2013-2020 chronicling the evolution of tactics, techniques, and procedures (TTPs) used by Mexican cartels and criminal armed groups (CAGs). I was invited to write the afterword, summarized here: This book is an eye-opener that may be an appalling representation of current events in Mexico, but it is based on factual reports of the strength, manner, and frequency of the cartel violence that occurs every day in Mexico. ... As long as the cartels continue to keep their wars inside Mexico and as long as Mexico does not ask for US help, the status quo will continue, and we will see this level and scope of violence incrementally increase in that nation. – Gary J. Hale, DEA (Ret.) The book may be purchased on Amazon:

I invite an Interview by the Media about this article: https://news.yahoo.com/biden-picks-ex-west-virginia-161420975.html - As could have been predicted, President Biden has chosen someone with a demand side bias, or physician, to lead the Office of National Drug Control Policy (ONDCP). Dr. Gupta's credentials are laudable, but under the Biden administration strategy & outlook, his focus will likely be on the demand side of the illegal drug market equation, and thus not likely to make a dent in the importation into the U.S. of dangerous and illicitly manufactured drugs like Methamphetamine and Fentanyl that are produced en masse in Mexico. The Director of ONDCP must equally focus on the supply side of the problem, such as working with Mexico and other supply side nations like China, to stop the supply of essential and precursor chemicals used to manufacture the illegal and dangerous drugs that are making their way into the U.S. The demand side notion that drug abuse is a sickness, and not a choice, only enables drug users by providing them a crutch on which they can stand, to continue justifying their drug use. It's unfortunate that our government cannot provide even-handed drug control policies that focus equally on demand and supply, and not only one or the other. This is why we fail to reduce drug abuse in the U.S. ... the lack of continuity in policy development.

President Joe Biden is nominating West Virginia's former health commissioner as the nation's top anti-drug official, tapping a doctor who served on the front lines of the nation's opioid epidemic. The White House said Tuesday that Dr. Rahul Gupta will be the first physician to lead the Office of Nat...

Push-Pull & Drag; It's All About the Money! Revenues generated by human smugglers in Mexico inexorably lead to the “driving or herding” of migrants that are otherwise dragged into the smuggling system by the convincing use of social media advertising and the successful past performance of migrant transport from their home countries, through Mexico and to the U.S. side of the border. Those windfall revenues serve as the underlying driver that provides the impulse and sustained momentum for Mexican Trans-National Criminal Organizations to increase their market share of the human smuggling business line. This topic was discussed during my interview with Karol Suarez of the Courier Journal from Mexico City. Please see the article here:
