Dear Parents and Guardians,

Spring ISD is committed to providing students and staff with a safe learning environment. Our goal during this national emergency is to support every student’s academic and non-academic needs while our schools are closed. Special Education staff are working with Curriculum & Instruction to ensure that the resources that are provided to parents meet the needs of our diverse student population. During this time when direct in-person instruction is suspended, the school district may offer virtual or other learning opportunities for students. Should alternative learning opportunities be offered for students, they will also be offered for students with disabilities.

Special Education teachers will work with campuses to ensure Individual Educational Plans (IEPs) are considered and implemented to the greatest extent possible within a remote learning environment. We are aware, however, that not all supports and services outlined in each child’s IEP may be delivered through a virtual learning environment. It is important to remember that the services outlined in your child’s IEP reflects services and supports needed when direct in-person is being provided to students.

You will be contacted by your child’s Special Education Case Manager via telephone conference to review your child’s IEP and identify services that can be provided through alternate and/or additional methods while virtual / Project-Based Learning opportunities are provided. Services provided for your child during this temporary school closure can be finalized via an IEP Amendment or Revision ARD. In spite of the suspension of all direct in-person instruction due to the COVID-19 epidemic, reasonable attempts to provide a free, appropriate public education will be in place.

If your child’s Annual Review ARD was to have taken place during this period of school closure, it will be scheduled with you so that we can conduct a virtual ARD.

If an initial evaluation or re-evaluation was being conducted with your child, and all of the face-to-face assessment or classroom observations had been completed before March 5, the Assessment Team is writing those evaluation reports and will share them with you. Virtual ARDs will be scheduled with you to review the results. If, after reasonable efforts to complete the testing and/or obtain information from all needed sources, the evaluation can not be completed, the evaluation will be completed when face-to-face instruction resumes.

The parent(s) of a student with a disability/adult student has protection under the procedural safeguards of the IDEA. A copy of the procedural safeguards, in an understandable language where feasible, must be given to the parents/guardian of a child with a disability once a year. As always, the Spring Independent School District is ready, willing and able to provide a free, appropriate public education in the least restrictive environment to provide access to the general curriculum.
