Jackson Baynard has been appointed to be Henrico County’s deputy county manager for Public Safety.
He has served as Henrico’s fire chief since 2023, having joined the Henrico County Division of Fire as a firefighter in 2003 and rising through its leadership ranks. He also served as Henrico’s emergency manager in 2020 and 2021.

HENRICO COUNTY, VA - The Fire Marshal for the Henrico County Division of Fire has announced the lift of the temporary burn ban effective immediately. Agricultural burns, the burning of yard waste and recreational fires may resume but are only permitted between 4 p.m. and midnight, in accordance with the Virginia Department of Forestry’s statewide burn law.
“The Henrico County burn ban, which applied to all open-air burning at all times, is no longer in place,” Assistant Chief and Fire Marshal Scott Sutton said. “However, the Department of Forestry’s annual statewide burn law remains effective until April 30 and states that open-air burning is only permitted between 4 p.m. and midnight.”
Sutton said the Fire Marshal’s Office lifted the countywide burn ban thanks to increased humidity levels and decreased wind speeds, but he encouraged residents to stay vigilant. “Even under the most favorable conditions, outdoor fires have inherent risks. If you’re burning outside, keep a garden hose close by and never leave the fire unattended.”
