State employees finally get a 4-year agreement that now goes to the General Assembly!

A tentative four-year agreement covers about 45,000 state employees represented by AFSCME Council 4 and SEBAC, delivering 2.5% annual raises for the first three years and a wage reopener in year four.

Now it heads to the Connecticut General Assembly for approval.

It’s a deal aimed at one thing: keeping Connecticut’s public services strong by recruiting, retaining, and respecting the workers who keep the state running every day.

What is a limited rent cap?

A limited rent cap is a policy that prohibits landlords from increasing rent on residential properties under certain circumstances. States like California, Oregon, New York and New Jersey already enforce statewide rent control laws that cap rent increases at 5%.

Many of you asked that we follow up about rental assistance program being proposed by Gov. Ned Lamont. Here is what we found out:

As of April 2026, Governor Ned Lamont has proposed House Bill 5092, which aims to assist renters by capping rent increases at 5% for properties purchased within the last year, with some exceptions. Additionally, Senate Bill 152 is under consideration, proposing to add funding for more inspectors to support the state's rental assistance program.

Key 2026 Connecticut Rental/Housing Legislation:
HB 5092 (Rent Cap Proposal):

Introduced in Feb 2026, this bill allows municipal fair rent commissions to cap rent hikes at 5% for residents, particularly targeting corporate buyers.
