This is the discussion I want to have! So when I suggested that families get their cats fixed, I was thrilled when a student asked this very reasonable question.
My answer: "You could. But if everybody does that, then there are going to be too many kittens and not enough people to take them. And when those kittens have kittens, it's going to get worse. That's why we ask families to fix their pets, so we don't end up with stray cats all over the place."
It's a serious conversation - but kids are interested and open to talking about it. We're not pushy or judgy - but we do give them our reasons!
