We're almost through the first week of school, and below are some upcoming events on the horizon. The next CCPS Board of Education meeting is on Wednesday, September 9. **Meeting and contact information is in the comments for anyone who wants to send a comment or sign up to speak at the meeting.**

Many CCPS schools are navigating new curriculum and scheduling changes, and we're wishing the best for our students, teachers, and admins! 🍁📓📝

The Carroll Education Coalition recognizes that student safety must always be a top priority. At the same time, Outdoor School has been a beloved and meaningful learning experience for Carroll County students for more than 50 years, and many families are understandably disappointed by the decision to end the overnight portion of the program.

We also understand that not every detail related to safety and security can be shared publicly, especially if doing so could expose additional vulnerabilities. However, our concern is not simply with the outcome, but with the process. This item was added to the Board agenda only two days before the meeting, with limited context or supporting information shared publicly, leaving little opportunity for families, educators, and community members to understand the concerns, ask questions, or provide input before a vote was taken. That is not the level of transparency, communication, or public engagement we expect from our elected leadership.

We would have appreciated hearing more about what options were considered, what risk-mitigation strategies were explored, and how other Maryland counties with similar outdoor education programs have addressed safety, liability, staffing, and security concerns.

As the program moves into a planning year, we hope the Board will engage the public in a transparent and meaningful way. We also look forward to hearing from Board of Education candidates on the November ballot about how they would approach similar decisions in the future and what considerations they believe should guide the redesign of Outdoor School.

The Carroll Education Coalition has received several questions about upcoming CCPS middle school scheduling and staffing changes. Based on information shared at the recent Community Advisory Council meeting, these changes are moving forward, with several middle schools expected to pilot a new schedule in 2026–2027 and broader implementation planned for 2027–2028.

What we do not yet know is the full impact these changes will have on students, staff, course offerings, school schedules, and the overall middle school experience. Community members have raised serious questions about the loss of Flex Time, longer daily ELA/math instructional blocks, changes to science and social studies scheduling, teacher assignments, and potential staffing reductions or reassignments.

We understand these changes are connected to implementation of the MSDE Comprehensive Literacy Policy and related state requirements. However, the public deserves clear information about what is required by the state, what decisions are being made locally, which schools and staff are affected, and how CCPS plans to protect student learning across all content areas.

CEC’s focus remains on strong, well-funded public schools. We are aware that several other local advocacy groups have been discussing this issue in more depth, however we share the concern that significant changes such as these should be communicated clearly and publicly before families and staff are left to piece together information on their own.

We encourage community members who are concerned about these changes to attend or follow the Board of Education meeting on Wednesday, May 13, contact Board members with questions, and consider signing up for public participation (instructions below).

The Fiscal Year 2027 Budget for Carroll County was released today (April 21, 2026). The County Government will host community presentations at area libraries to gather public feedback.

FY27 Proposed Budget Community Presentation Schedule:
⏰ 7:00 pm – 9:00 pm

◾️ April 22 - 7 PM - Exploration Commons, Westminster
◾️ April 23 - 7 PM - Eldersburg Library
◾️ April 28 - 7 PM - Taneytown Library
◾️ April 29 - 7 PM - North Carroll Library
◾️ April 30 - 7 PM - Mount Airy Library

📅 The final Public Hearing will take place on Wednesday, May 6 at the Carroll Arts Center, with Commissioner budget adoption scheduled for Thursday, May 21.
